Volgograd to ban retail alcohol sales

On Sunday, January 25, a full ban on the retail sale of alcoholic beverages with an alcohol content above 0.5% comes into effect in Volgograd. The measure will be in force from 08:00 to 23:00.
Volgograd Oblast establishes total bans on alcohol sales on four fixed calendar dates:
- International Students« Day;
- International Children»s Day (June 1);
- Youth Day, celebrated on the last Saturday of June;
- Knowledge Day (September 1).
If September 1 falls on a Sunday, the ban on alcohol sales is moved to the following day.
This restriction does not apply to catering establishments, although regulations exist for them as well. Sergei Zhukov, a member of the Public Chamber of Volgograd Oblast and a journalist, considers such bans ineffective: «All these bans on alcohol sales during youth holidays are not only a fiction but also harmful to society,» Mr. Zhukov believes. «The country already has age restrictions on alcohol purchases. Those who »really need it« will stock up the day before. And those who sell potions »under the counter« – these decrees are no decree to them…»
