Volgograd residents shocked as heating bills double overnight

Residents of apartment buildings in Volgograd have started receiving the first heating bills from IVTs ZhKKh and TEK. The January bills have caused shock for many—the amount in the first bills of 2026 has practically doubled compared to similar payment documents received for December 2025.

— I haven«t received the electronic bill yet, but the app already shows the estimated payment amount, — complained an attentive Volgograd resident. — When I saw the amount, I almost sank into the sofa in surprise—in December, all utilities cost me about 7,000 rubles (approximately $77 at current rates), but for January I need to pay almost 12,000 rubles (approximately $132), of which almost half is for heating. And this is for an apartment in a »Stalin-era« building with an area of 53 square meters. Judging by the chat of IVTs ZhKKh and TEK, I»m not the only one facing such charges, and everyone at least demands explanations.
V1.RU sent a request to JSC «IVTs ZhKKh and TEK» asking to explain how people were charged huge utility bills. At the same time, it is possible that the price increase in the bills is caused, among other things, by the increase in VAT to 22% from January 1, 2026.
Recall that earlier, residents of the Dzerzhinsky district complained about astronomical amounts in bills. In «Concessions of Heat Supply,» this was explained by recalculation for one of the unheated premises.
