Volgograd residents complain to prosecutor about basement steam

Residents of a building on Lenin Avenue in Volgograd have appealed to the regional prosecutor to solve a long-standing problem with steam coming from the basement. They stated that the management company and utility providers are inactive.

Residents of building No. 2 on Lenin Avenue, located near the administrations of Volgograd and the region, recorded a video appeal to the prosecutor of Volgograd Oblast, Denis Kostenko.

In the appeal, they pointed out that every winter the entrance hall fills with thick steam from the basement: «For years now, with the start of the heating season, steam starts coming from the basement so heavily that visibility in the entrance hall on the first floor is zero. Common property is being damaged, walls are deteriorating from moisture, electrical short-circuits could occur at any moment, and using the elevator is unsafe. The entrance metal door gets covered in ice, so it doesn»t close and doesn«t ensure security for property and residents. Mold has appeared in the basement, entrance hall, and lower-floor apartments, which negatively affects residents» health. It«s impossible to enter the basement due to hot steam, and the basement door is covered in rust and condensation. In the summer of 2025, cosmetic repairs were done in the entrance hall, which is now completely destroyed.»

According to the citizens, the management company has repeatedly sent telephone messages and reports to «Koncessii Teplosnabzheniya» (Concessions Heat Supply), but the heat supply organization refuses to fix the malfunction.

At the end of the appeal, the residents ask the prosecutor: «We ask you to conduct an inspection under personal supervision and hold the guilty parties accountable. Oblige »Koncessii Teplosnabzheniya« to eliminate the causes of steam from the basement in the shortest possible time.»

The company «Koncessii Teplosnabzheniya» stated that accusations of inaction are untrue. According to them, to localize the violation, excavation of the yard driveway is required, and it was decided to combine the work with a major repair of water supply and sewerage networks, scheduled for early February. «Additionally, we inform that all subscribers receive the resource in full volume,» the organization noted.
