Volgograd Residents Ask to Ban High-Rise Construction on Embankment

Residents of southern Volgograd have protested against new construction. They fear the building will reduce distances between homes below sanitary and fire safety standards.

Residents of the Admiralteysky residential complex have sent a video appeal to Alexander Bastrykin, Chairman of the Investigative Committee of Russia, and the Governor of Volgograd Oblast, demanding a halt to the planned construction of an apartment building on Sevastopolskaya Embankment.

According to their calculations, the distance between existing buildings is 88 meters. «The current distance between buildings is only 88 meters. If another apartment building is built between us, you»ll literally be able to spit onto the balcony of the neighbor opposite! 88 minus the width of the planned building — 15 meters — leaves 73 meters. And if divided in two, that leaves 36 meters, while the legal minimum is 50 meters! This is a very gross violation of legislation in terms of urban planning, fire safety, and sanitary norms for sunlight exposure!« the city residents said.
The Volgograd Department of Urban Planning reported that the building permit has not yet been issued. Deputy Head of the Department Andrey Tekechev explained: «There is approved territory planning documentation that has gone through the public hearing procedure. According to the urban planning documentation, the construction of four apartment buildings is planned for this site. Three buildings have been constructed and put into operation, and the fourth is planned for construction. The project for the last building will undergo a check for compliance with technical regulations. If the examination finds that the project violates any norms, it will not be allowed to proceed. If it does not violate any norms, the department has no right to ban it.»
Earlier, in 2024, members of the Urban Planning Council had already raised questions about the development of this area. The project was sent for revision. Former Chief Architect of the Krasnoarmeysky District Mikhail Norkin commented: «For the building in the 603rd microdistrict, comments were also corrected, the height was reduced, the building itself was turned around, and now it»s sort of been integrated. But in my opinion, the extremely high importance of this territory has been hopelessly spoiled. At one time, when I was the architect of the Krasnoarmeysky District, I asked the city«s chief architect, Vladimir Yefimovich Maslyayev, why we weren»t developing this empty territory, why we were going into the private sector, spending money on demolition... He replied that this place, in terms of importance, is perhaps the main one in Volgograd, and they were not ready to develop it. Neither the architects to create something substantial, nor the builders who could implement something interesting, nor the authorities — to find some common solution. «Let this territory stand, let»s wait for better times,« said Vladimir Yefimovich. Better times have come, but no common solution was reached. In the early and mid-2000s, when this territory was divided into plots among many developers, each began to do something for themselves.»
It should be noted that residents of the Admiralteysky residential complex have already faced problems with the handover of buildings. Several years ago, they acted as defrauded equity holders and held rallies to achieve the completion of construction.
