Volgograd Residents Ask Prosecutor to Fix Basement Steam Problem

Residents of building No. 2 on Lenin Avenue, located just steps away from the administrations of Volgograd and the Volgograd Region, have recorded a video appeal to Volgograd Region Prosecutor Denis Kostenko, asking him to rid their building of a long-standing problem. According to the citizens, for several years now, with the start of the heating season, their entrance has been engulfed in thick clouds of steam, and «Concessions for Heat Supply» have taken no measures to address the issue.

‘For years now, with the start of the heating season, steam starts pouring from the basement so heavily that visibility on the first floor of the entrance is zero,’ say the residents. ‘Common property is being damaged, walls are deteriorating from moisture, wiring short-circuits could occur at any moment, and using the elevator is unsafe. The entrance metal door is covered in ice, preventing it from closing and compromising the security of property and residents. Mold has appeared in the basement, entrance, and lower-floor apartments, negatively affecting residents« health. It»s impossible to enter the basement due to the hot steam, and the basement door is covered in rust and condensation. In the summer of 2025, cosmetic repairs were done in the entrance, which have now been completely destroyed.’
According to the citizens, the management company sent telegrams to «Concessions for Heat Supply» and drew up reports, but the utility providers refuse to fix the problem.
‘We ask you to conduct an inspection under personal supervision and hold those responsible accountable. Oblige «Concessions for Heat Supply» to eliminate the causes of steam from the basement in the shortest possible time,’ the citizens summarized.
‘Concessions for Heat Supply’ categorically denied the residents« accusations of inaction, clarifying that a decision has already been made to repair the networks:
‘«Concessions for Heat Supply» have inspected this address: to localize the technical fault, it is necessary to open up the courtyard driveway. In order not to cause additional inconvenience to residents of the residential building at 2 Lenin Avenue, it was decided to combine additional inspection of the heating networks with work on the major replacement of internal courtyard water supply and sewage networks, which are scheduled for early February. Additionally, we inform that all subscribers receive the resource in full,’ the company stated.
