Volgograd parents protest cash fees for children's camp vouchers

Parents of schoolchildren registered for the winter session at the «Zelenaya Volna» children«s camp are being asked to pay for the trip both by card transfer and in cash. The application for the trip also requires indicating the number of the personalized additional education certificate, but nothing is said about cash payment in the application or contract. Parents suspect that the organizers are trying to profit at their expense.

As told to V1.RU by a mother of one of the schoolchildren who contacted the editorial office, the rest at the «Zelenaya Volna» camp is conducted under the «Sambo» program, and children for the session are selected from among pupils of sports clubs where they learn this type of wrestling. And, according to the woman, the trip organization is handled by the management of the «Sambist» sports club, which her child attends.

«First, they said to transfer 5,000 rubles ($56) to the settlement account, and bring another part in cash. In total, it came to 12,500 rubles ($139),» the woman says. «We didn»t pay much attention at first, but then they sent us documents to fill out, and it turned out that the 5,000 we transferred counts towards the payable amount, and the rest is covered by the additional education certificate. But nowhere are the other 7,500 rubles ($83) that I«m supposed to hand over in cash indicated. It»s an interesting situation.«

In the service agreement (the document is available to the editorial office), it is stated that payment is made through a contribution of 5,000 rubles ($56), which parents must transfer to the camp«s settlement account, however, the full cost of the trip is not indicated. The document also says nothing about the money that parents are asked to bring in cash. The application specifies the account details where the contribution should be transferred, but there is also no mention of 7,500 rubles ($83) in cash.

«I pay 5,000 rubles ($56), then bring 7,500 rubles ($83), and also pay with a certificate, on which I pay my taxes? If the trip is paid for by parents, then why touch the certificate?» the woman says. «It has a limit, it»s not unlimited. If money is deducted from the certificate now, the child won«t be able to attend other clubs. And if the trip is paid for by the certificate including that 5,000, then where do the 7,500 that I bring in cash go?»

The Education Committee of the Volgograd Region explained that payment is made from the regional budget and parents« funds, paid non-cash. Moreover, only 5,000 rubles ($56) per child is due from parents.

«Payment for the voucher to the State Budgetary Educational Institution of the Volgograd Region »Zelenaya Volna« is made from the funds of the regional budget and parental fees. The amount of partial payment for a 7-day session from the regional budget is 7,030.80 rubles ($78), and the amount of partial payment of the voucher cost for parents is 5,040.00 rubles ($56). At the same time, the full cost is 12,070.8 rubles ($134) for a 7-day session,» responded the education committee.

At the same time, the department noted that they did not ask for cash at the camp.

«Payment for the voucher by the parent is made by non-cash settlement by transferring to the settlement account of the State Budgetary Educational Institution of the Volgograd Region »Zelenaya Volna«. The organization does not work with cash funds. When concluding a contract with a parent for the provision of services for organizing rest for children and youth within the session, an application from the parent is accepted, which indicates the number of the personalized additional education certificate (PFDO). Funds from the PFDO certificate are not deducted,» explained representatives of the education committee.

Acting Director of the «Zelenaya Volna» camp Anastasia Kolesnikova reported that the lists of children who will go on the session on February 15 have not yet been formed.

«We work with the Sambo Federation, which sends us a list of children; it will be fully formed only closer to the trip date, in February, because different circumstances are possible, maybe some children won»t be able to go,« said Anastasia Kolesnikova. »Moreover, the lists do not indicate the sports clubs that the children belong to.«

In turn, Chairman of the Volgograd Regional Public Organization «Sports Club »Sambist«» Yevgeny Kozlov stated that pupils of their club are not going to the mentioned camp.

«The thing is, we are not planning to go to this camp at all. In the summer, possibly, but that»s still in question. We don«t go in winter at all,» said Yevgeny Kozlov. «Our children are not going to any camp, I repeat, not to any »Zelenaya Volna«. That is, they are not going in winter or spring.»
