Volgograd holds public hearings on rush-developed land use rules

In Volgograd, a date has been set for public hearings to discuss new Land Use and Construction Rules. The new urban planning document, which determines what, how, and where construction can take place, appeared following Volgograd«s new urban development plan.

As follows from the resolution on public discussions, they will take place from January 24 to February 13, 2026. The proposed changes can be viewed from January 24 to February 12 from 10:00 to 12:00 on weekdays at 7a Port Said Street. Suggestions and comments on the draft Land Use and Construction Rules can be submitted until February 12 inclusive to the Department for Urban Planning and Architecture of the Volgograd Administration in writing at 15 Lenin Avenue, Volgograd, 400066, via the official website of the Volgograd administration by clicking «Participate» on the homepage banner «Gosuslugi. We Decide Together. My Choice, My Future,» or through the federal state information system «Unified Portal of State and Municipal Services (Functions)» with a verified account; or by entry in the visitor log at the project exposition at 7a Port Said Street, Volgograd, 400066.

Recall that the document for developing new rules was signed on December 18 and published on the Volgograd administration website. According to its text, the project must be completed with the establishment of urban planning zoning zones applicable to the entire territory of Volgograd in one stage. The development of the document is overseen by the First Deputy Head of Volgograd, Irina Peshkova.

Work on the document should be completed in the first quarter of 2026.
