Volgograd health committee finds no fault in paramedic's private clinic work

The co-founder of the private clinic, who is also the deputy chief doctor, stated he found no issues with the paramedic«s performance.
The Volgograd Regional Health Committee found no violations in the work of a paramedic at the Tary village paramedic and midwifery station (FAP). Residents of Tary village had complained that his work at a private clinic was detrimental to his primary employer, the regional health committee.
Recall that problems with medical care provision in Tary village, Ilyolinsky District, Volgograd Region, became known at the end of last year.
«A year ago, a rural paramedic was hired at our FAP,» says a village resident, who for obvious reasons asked to keep her details confidential. «They built us a new FAP using the most modern technology so we wouldn»t have to travel to Ilyolinsky. We were very happy because the paramedic was knowledgeable. All the residents were happy, but the happiness didn«t last long. For six months, we knew that from Monday to Friday, 8:00 to 16:00, we could find the paramedic at the FAP. However, in the last six months, getting an appointment with him has become a real challenge. We tried once — the FAP was closed, tried twice — closed. In the chat, the paramedic writes that he will be there on Friday. It turns out the FAP is closed all week, and the paramedic is working who knows where, receiving his salary and payments.»
In response to residents« complaints, the Volgograd Regional Health Committee stated that the paramedic and midwifery station in Tary village operates according to the approved schedule. The Ilyolinsky Central District Hospital, in turn, clarified that neither district residents nor hospital staff had filed complaints with the reception of the Ilyolinsky Central District Hospital State Budgetary Healthcare Institution (GBUZ), and added that the editorial inquiry had been forwarded to the prosecutor»s office for an inspection and, if necessary, prosecutorial response measures. Later, V1.RU readers sent another response from the Volgograd Regional Health Committee, signed by Deputy Chair of the Health Committee Marina Gavrilova, which states that Deputy Chief Physician for Outpatient and Polyclinic Work Agaoraz Nuryev, who is also one of the co-founders of the clinic «Health +», found no violations in the work of the Tary FAP paramedic:
«Monitoring the performance of job duties, as well as compliance with the work schedule by the head of the paramedic and midwifery station, is assigned to Deputy Chief Physician for Outpatient and Polyclinic Work Nuryev A.R.,» the regional health committee«s response states. »There are no complaints from the management of GBUZ «Ilyolinskaya TsRB» regarding the FAP head«s performance of job duties and meeting quantitative indicators. No documented facts of the paramedic»s failure to perform assigned job functions at GBUZ «Ilyolinskaya TsRB» have been established… Since LLC «Health +» is not a subordinate institution (of the Volgograd Regional Health Committee. — Ed.), monitoring the activities of this institution is not within the powers of the regional health committee.«
The V1.RU editorial board asked the regional health committee officials to clarify whether this response was genuine, but for some reason, the agency refused to confirm or deny the existence of the document:
«According to the current legislation of the Russian Federation, a response to citizens» appeals, including consideration of complaints, is provided directly to the applicant within the time limits established by law,« the response states. »The committee is not authorized to officially confirm or deny the authenticity of received appeals to third parties, including representatives of the media.«
