Volgograd Explains Numbers in Preliminary Utility Bills

The Volgograd Calculation Center «IVC Housing and Utilities and Fuel & Energy Complex» (IVC ZhKKh i TEK) has reported that the figures appearing in users« personal accounts on its website are not final. They explained that the amounts will change during the process of generating payment invoices.
Earlier, some residents of Volgograd noticed a sharp increase in the upcoming charges, especially for heating. Some city residents reported that the payment for January could be twice as high as for December.
The service«s press office urged people not to worry about these figures. »The details of the charges are directly related to our program where the accrual happens. Until the invoice is generated, incorrect amounts may be reflected there,« commented JSC »IVC Housing and Utilities and Fuel & Energy Complex.« »The official document is the invoice; the correct charge amounts will be indicated there.«
As an example, they cited the case of one resident where a preliminary figure of 12,000 rubles (approximately $135 at current rates) does not reflect reality. «His invoice will have an amount of a little over eight thousand rubles, but not 12,000. The 28th of the month is not yet an indicator; the invoice is still being formed, and amounts may be reflected incorrectly,» the company added.
The final amount, according to the service representatives, is only fixed after the payment document is fully generated. Until that moment, the figures may change, which is what raises questions among consumers.
