Vladivostok megaproject: skyscraper, hotel, thermal baths

A new skyscraper may appear on the vacant lot near the Nekrasovsky overpass in Vladivostok — one element of a multifunctional complex with a business center, a hotel, and entertainment infrastructure. Recently, the city administration launched public discussions on this major urban development project.
The discussion concerns two vacant land plots with cadastral numbers 25:28:040001:720 and 25:28:040001:4 near the Nekrasovsky overpass. For several years, OOO Biznes-Grupp AGTRK, led by entrepreneur Roman Misyurin — known in the region for implementing the Yuzhny residential complex on Neibuta Street and a tennis court on Tatarskaya Street — has been planning to build a huge multifunctional complex there.
The project includes retail space of the business center covering nearly 5 hectares, office premises, a 200-room hotel, and a large parking lot.
In 2019, the project creators intended to build a large indoor water park on the vacant lot. However, these plans have now changed: preference has been given to commercial and office facilities, and the water theme remains only as an idea for a small water entertainment complex for children.
According to a decree published on the Vladivostok city administration website, the city administration is considering increasing the permitted number of floors for one of the objects from 30 to 36 stories, which would be an unprecedented level for this part of Vladivostok.
Experts have repeatedly expressed concerns about how this project will affect the transport infrastructure, which is already under significant strain due to traffic jams in the area of the overpass.
So far, the multifunctional complex project near the overpass exists only on paper. No construction or preparatory work is underway on the indicated plots; only last year one of the areas was cleared of debris. The implementation timeline has not been officially announced.
