In the Yubileiny microdistrict at the end of January, several trees were cut down on Shkolny Boulevard. Some were pruned, leaving only trunks. According to legislation, during such work, an information board measuring 1 meter by 70 centimeters should be installed with detailed information on where and which trees will be cut down or pruned.

Authorities shared this image via Telegram, but the text on the displayed documents remains illegible in the photo.

A board was indeed present, but it was smaller than the required size. It was only installed during the work and then removed, so many residents couldn«t even review the information.

The official felling permit issued by the city administration is published on the krd.ru website.

‘According to the Department of Urban Economy and Fuel and Energy Complex, the work is being carried out in accordance with a felling permit. An information board was available at the work site,’ the Municipal Customer Service (MCS) of the city told the portal 93.RU.

A Telegram post from local residents highlights that the permit did not authorize the complete felling of trees.

The felling permit stated that on Shkolny Boulevard, ‘formative pruning to reduce volume, crown sail area with reduction of tree height and removal of dry and damaged branches’ would be carried out. In total, work was to be done on 26 trees, including osage orange, ash, poplar, maple, and black locust.

Close-up images reveal that many of the severed branches appeared green and healthy, not dry or damaged.

As a result, over several days, workers not only completely pruned the tree crowns, including fairly live branches, but also completely cut down several plants, leaving only stumps. The documents did not permit felling. In the ‘Felling’ column, there is a dash.

Debris from the cutting operation, including branches and wood fragments, still litters the boulevard days later.

What do residents think?

The work has left the boulevard area muddy and untidy, with soil and plant matter scattered about.

‘They mutilated the osage orange, a live beautiful tree. Not a single dry twig, in autumn it was all in foliage and fruits. An ornament of the boulevard, it provided excellent shade on the bench. One could hide from the heat. Who determined that it was sick? Can we get an answer? And then. The boulevard is in terrible condition. Sand, fragments of branches along the entire boulevard are not cleaned up. Lawns are mutilated by car wheels. What unprofessionals are doing this? And aren«t they ashamed?’

‘Question about the orange osage orange. Why was a healthy trunk cut down, but smaller shoots left? The cut shows the trunk is absolutely healthy. Perhaps it«s because the wood of this tree is valuable and the larger trunk will be bought by wood processors from the contractor for a good price,’ local residents were indignant.

‘Even if these “superprofessionals” with their keen eye discovered a tree sick to death, posing a danger, they were obliged to call a commission, document it, and obtain a separate ticket for felling. This writes about reducing volume and dry branches.’

‘In one word – vandals.’

‘I was shocked – 6 trees were cut down. Whoever can – come. I called the police and the Federal Service for Supervision of Natural Resources (Rosprirodnadzor).’
