Uzlovsky District announces major contract for stray animal capture

The administration of Uzlovsky District in Tula Region has announced a tender for services dealing with ownerless animals, with a contract value of nearly 3 million rubles (approximately $29,400 at current rates).

The administration of Uzlovsky District in Tula Region has posted a tender on the state procurement portal for services dealing with ownerless animals. The initial contract price is 2,936,709 rubles (approximately $29,400 at current rates).
The contractor will be required to capture stray animals, including puppies, and deliver them to a shelter. There, they must be provided with treatment, vaccination, and quarantine if necessary. The contract terms also include sterilization and marking of the animals. If an animal does not show aggression, it must be returned to its original habitat after all procedures.
Separately, requirements for dealing with aggressive individuals are specified: in such cases, humane euthanasia and disposal of biological waste are provided.
All stages — both capture and return of animals — must be recorded on video. The procurement results are planned to be summarized on 26 February. Services will be provided from the moment of contract conclusion until 30 June 2027, with the capture itself required to be completed by 31 December 2026.
The issue of dealing with stray animals in the region remains acute. Previously, we reported that in Plavsk, an investigation was launched after reports of attacks by stray dogs on people and pets. The information was received by the investigative department of the Russian Investigative Committee for Tula Region.
