Unbearable Smell: Why Yaroslavl Residents Have Stinky Water from Taps

Yaroslavl residents are complaining en masse that foul-smelling hot water is flowing from the taps in their apartments. Reports began to appear at the end of January.
«The smell is unbearable, it»s impossible to use the hot water,« wrote a resident of the Dzerzhinsky district in the group »Overheard in Yaroslavl.«
In the comments, people report that this situation is now being observed in almost all districts of the city. Yaroslavl residents say the water has a technical, metallic smell.
«It»s scary to wash. Afterwards, the body peels and the skin itches,« complain users on social networks.
PJSC TGC-2, which is the supplier of heat and hot water to most homes in Yaroslavl, provided an explanation for the situation. According to the company, due to the cold weather, the temperature of the heat carrier increases, and water from the thermal power plant enters residential buildings hotter.
«For example, at –20°C (–4°F) outdoors, the temperature in the supply pipeline from the thermal power plant exceeds 100°C (212°F),» noted TGC-2.
These ratios are regulated by a temperature schedule approved by the city mayor«s office.
«The temperature of hot water in the hot water supply system is maintained by an automatic regulator that should be installed in the residential building. If the equipment is not operational or missing, then very hot water can come from the tap. For safety reasons, housing organizations switch the hot water supply to the return pipeline (after the building»s heating system). If the water isn«t distributed in parallel for heating and taps, but first goes through the heating system and then to the taps, it cools and isn»t boiling when it arrives. This can cause a smell because the internal networks have not been disinfected,« explained TGC-2.
The company recommended that residents who believe they are receiving poor-quality service contact their management company.
«The housing organization initiates a commission inspection in the presence of a representative from the resource supply organization, the management company, and the property owner. After the inspection, a report is drawn up on the causes of the poor-quality service,» explained TGC-2.
Authorities have also given their recommendations to residents. For example, the administrations of the Kirovsky and Leninsky districts, in response to residents« complaints on social networks, advised that if the management company does not take measures, to contact the Inspection of Administrative-Technical and State Housing Supervision of the Yaroslavl Region.
To check the water quality, residents can submit an application to the Office of Rospotrebnadzor for the Yaroslavl Region. This can be done in one of the following ways:
through the «citizen appeals reception» service on the Rospotrebnadzor website (requires authorization via Gosuslugi);
write to social networks;
personally come to the Office of Rospotrebnadzor for the Yaroslavl Region (Yaroslavl, Voinov Street, 1 with a written appeal and an identity document).
