Truck driver damages garlands on Smolino embankment

Residents of Chelyabinsk noticed dangerously sagging garlands and wires on the embankment of Lake Smolino, near Novorossiyskaya Street. The situation persisted for several days, and attempts by citizens to resolve the issue through the district administration had yielded no results.

«At least since January 15th, the wires and garlands have been hanging like this,» a local resident said. «We called the Leninsky District administration yesterday morning and today. But they apparently don»t care — they said they couldn«t get through to someone somewhere. If Oryol (the former head of Leninsky District) were here, it would have been resolved instantly, but now — alas. It»s a shame that no one is responding, and such a place, where many residents walk every day, is falling into disrepair.«

After the complaint was published in the media, the Leninsky District administration reacted promptly. It was revealed that the lighting installation and light poles were damaged by a truck last week. The incident occurred on January 14.

The district administration explained that surveillance camera footage had been reviewed and a statement to the police with relevant materials was being prepared. The contractor responsible for the lighting has already taken temporary measures, securing the sagging garlands to a pole.
A full restoration of the lighting is planned after the investigation by law enforcement is concluded. If a guilty party is identified, they will be obligated to compensate for the damage.
The Chelyabinsk State Traffic Inspectorate confirmed that the truck driver involved in the January 14 collision did not flee and reported the traffic incident himself. An administrative report has been filed against the man under Article 12.33 of the Russian Code of Administrative Offenses (Damage to roads, railway crossings, or other road structures).
Penalties under this article entail the following fines:
- For citizens — from 5,000 to 10,000 rubles (approximately $56–111 at current rates);
- For officials — 25,000 rubles (approximately $278);
- For legal entities — 300,000 rubles (approximately $3,300).
