The order for the development of the project was published on 4 February. It will be handled by a structure of «ABZ» (a road construction holding).

The new tram segment will run along Yam-Izhorskoe Highway to the SPbU campus and Nevskaya Delta.

The new section will be laid from the existing «Slavyanka» terminus along «Yam-Izhorskoe Highway» to the St. Petersburg State University (SPbU) campus and the «Nevskaya Delta» scientific and technology center. The project also provides for the extension of the highway itself and «Severskaya Street» from the continuation of «Turovskaya» to «Moskovskoe Highway».

The development of the territory planning project was entrusted to LLC «BKAD» (a road design company). This company shares a common director with the «Slavyanka» concessionaire, «Baltnedvizhservice» (a transport infrastructure company). In addition, among the co-owners of «BKAD» is LLC «ABZ-Dorstroy», 80% of which belong to «Geoform» (a holding company with hidden owners). The director of «Geoform», Igor Gusika, previously appeared as a co-owner of «ABZ-1». It is «Geoform», through «Balttekhstroy» (a construction company), that is the main owner of «Baltnedvizhservice».

A memorandum of intent for the implementation of this project was signed at the St. Petersburg International Economic Forum (SPIEF) by Vice-Governor Nikolai Linchenko and the head of the «ABZ-1» group of companies, Vladimir Kalinin.

The first stage of the «Slavyanka» line from «Kupchino» station to «Shushary» was launched at the end of 2025. The second stage, directly to «Slavyanka», is planned for 2026.
