St. Petersburg Officials Explain Paid Parking Near Social Institutions

According to St. Petersburg Vice Governor Kirill Polyakov, organizing free parking near schools and clinics in the paid zone is impossible, as these spots would immediately be taken by citizens not associated with these institutions.
The topic was discussed again on January 29 on the TV channel «St. Petersburg.» Polyakov confirmed that city authorities deliberately do not create such «free windows» to prevent them from being used by those who are neither patients nor parents of schoolchildren.
Another argument is that social facilities are usually located in residential areas. This allows residents to obtain a resident permit and park almost for free. As of today, with 48,000 paid parking spaces in St. Petersburg, 90,000 such permits have already been issued.
The initiator of the discussion about free parking near social facilities was the Yabloko faction in the city«s legislative assembly.
Kirill Polyakov also added that the «Parking St. Petersburg» app will soon have a new feature. It will allow users to adjust parking session data before the end of the current calendar day.
