St. Petersburg drops local registration for self-employed taxi drivers
St. Petersburg's Transport Committee has abolished the local registration requirement for self-employed taxi drivers. However, they must still conduct their business and be registered for tax in the city.

On January 31, the Transport Committee of St. Petersburg abolished the requirement for local registration for self-employed citizens working as taxi drivers. However, their business activities and tax registration must still be carried out within the city.
«The Transport Committee continues systematic work aimed at improving the quality of passenger taxi services. The adopted decision will remove an administrative barrier and make a tangible contribution to the legalization of the industry,» said Denis Usanov, deputy chairman of the committee.
The innovation applies exclusively to the self-employed. For legal entities and individual entrepreneurs, registration in St. Petersburg remains mandatory.
Earlier, plans were considered to simplify the obtaining of permits for taxi drivers. According to an explanatory note, since 2023, the city has experienced a shortage of drivers, and the abolition of the registration requirement is intended to promote market legalization and reduce social tension.
