Southwest 2 Waste Complex Design Tender Valued at 500M Rubles

The company «Nevsky Environmental Operator» (NEO) has announced a tender for the execution of design and survey work for the construction of the Southwest 2 waste processing complex. The site for research is located in the Penikovsky rural settlement, near the village of Tamengont.
The initial contract price is set at 499.5 million rubles (approximately $5.0 million at current rates). Applications are accepted until January 26, and all work must be completed by June 30, 2028.
The NEO press service explained: «We are conducting design and survey work intended to study the suitability of this site for the planned activity. It is currently difficult to say what the probability is that the waste processing complex will be built on it. We will study this site for hydrological and geological indicators that will show whether the waste processing complex can be located there. Conditionally, it can be said that the probability is 50/50: either yes or no.»
Design will be carried out in several stages, including:
- collection of initial data (search for explosive objects, check for cultural heritage sites);
- comprehensive engineering surveys with hydrogeological research and possible forest clearance;
- environmental impact assessment;
- conducting public hearings;
- development of project documentation;
- passing state expert reviews;
- preparation of working documentation with estimates.
At some stages, the operator will separately assess the feasibility of continuing work depending on the possibility of construction.
Construction of the facility is also planned in phases. The first phase should ensure the processing of 300,000 tons of municipal solid waste (MSW) of hazard classes IV–V annually, including 30,000 tons of bulky waste. The utilization of 180,000 tons of waste is provided through composting methods and production of refuse-derived fuel (RDF). The landfill will be able to accommodate up to 300,000 tons of MSW of classes III–V per year.
Design of the first phase is divided into two queues, which will allow only part of the capacity to be commissioned initially.
The second phase includes construction of a water intake unit, and the third phase — reclamation of waste placement cells.
The operational lifespan of the complex will be at least 25 years. The facility will operate around the clock in two 12-hour shifts.
As part of the engineering surveys, the contractor will have to:
- identify zones with special conditions for land use and routes of linear structures;
- determine the discharge point for treated effluent, considering options with the Chyornaya River, the Sapaoja River, or another water body;
- detect and localize military burials.
After construction on the agreed site, in addition to the landfill, a boiler house, gas regulating point, treatment facilities, effluent tanks, pumping stations, checkpoint, refueling area for equipment, and other auxiliary facilities will appear.
Earlier, it was reported that this territory was being prepared for the start of engineering surveys.
