A delegation from Bashkortostan visited Kaliningrad Oblast where they toured a production facility for facade photovoltaic panels. The visit noted that using such panels in the republic could reduce electricity costs for common building needs by 30%.
«New regulations open additional opportunities for scaling generation at residential and commercial facilities. Now developers and management companies can partially or fully cover their own electricity needs, reducing operating costs and improving the energy efficiency class,» said Acting Minister of Construction and Architecture of the Republic of Bashkortostan Artyom Kovshov.
With the participation of the Ministry of Construction of the Republic of Bashkortostan (Minstroi RB), the State Assembly – Kurultai of the Republic of Bashkortostan, the Association of Developers of the Republic of Bashkortostan, and the Stroyfederatsiya Construction Company (ISK Stroyfederatsiya), a federal law was developed and adopted that removes restrictions on installing solar panels and wind generators in residential complexes. This created additional opportunities for scaling renewable generation.
During the trip, the delegation visited a specialized plant where they inspected production sites and demonstration facilities. They feature an integrated photovoltaic facade that partially powers the building and helps reduce carbon dioxide emissions.
«The program also included meetings with leaders of the Kaliningrad Oblast government, the Kaliningrad city administration, and the Regional Development Corporation. During the negotiations, we discussed strategic directions for developing the construction industry and the use of innovative technologies in urban planning, mechanisms for interagency cooperation in implementing complex projects, and tools to support developers and investors that encourage the adoption of energy-efficient and generating solutions in housing,» noted Adel Sayfullina, Executive Director of the Association.
Following the visit, participants highlighted the prospects for pilot implementation of facade solutions in regional residential projects, the development of interregional cooperation, standardization and localization of component production, as well as joint scientific and practical events.
Pilot projects have already been implemented in Ufa. For example, the residential complex Smart Home Helios (Umnii Dom Gelios) by Stroyfederatsiya features an energy-generating facade that produces about 167,000 kWh per year. This electricity is used for lighting, elevators, intercoms, and common infrastructure. According to calculations, owners save up to 30% — approximately 600,000 rubles ($6,700 at current rates) per year per facility. Recent changes in federal legislation removing restrictions on installing solar panels and wind generators in apartment buildings open further prospects for scaling such solutions.
Further interaction with Kaliningrad partners will aim to implement agreements, develop roadmaps for introducing energy-generating facades, and attract investments in energy-efficient housing construction.
