Sochi Enters Nearly 900 Guest Houses into Rosaccreditation Register
From September 2025, all properties must undergo legalization through an online service, otherwise they face removal from booking aggregators and fines.

In Sochi, about 900 guest houses have already been entered into the Unified Register of Classification Objects in the Tourism Industry of Rosaccreditation (Russia«s Federal Accreditation Service). In total, there are about 1550 such accommodation facilities in the city.
The new rules came into effect on September 1, 2025, in accordance with the Federal Law «On Conducting an Experiment on the Provision of Guest House Services». Now for legal operation, owners must undergo a self-assessment procedure through the «Hospitality» service on the Rosaccreditation website, specifying the property«s characteristics and uploading documents. Guest houses that do not receive a registry entry will be removed from online booking platforms.
Sergey Somko, deputy head of Sochi, commented: «Until August 30, 2025, when the corresponding government decree was issued, there was no official status of »guest house« in the legislation. The key goal of the innovations is to improve the quality of services provided and protect the rights of guests. In connection with this, fines are provided for properties that have not undergone the legalization procedure. Moreover, illegal guest houses lose the opportunity to advertise their services on popular online booking aggregators, which significantly limits their accessibility to potential clients.»

To be included in the register, a guest house must meet a number of requirements: have no more than 15 rooms, accommodate less than 45 guests at a time, and the area of a single room must be at least 9 sq. m (97 sq. ft), a double room — from 12 sq. m (129 sq. ft). Mandatory services include room cleaning, linen change, internet access, hot and cold water, as well as compliance with fire safety requirements.
