A reform of street trading is beginning in the Rostov region. Governor Yury Slyusar announced this. He signed a resolution that changes the rules of operation in this sphere, including summer cafes.

«These changes are dictated both by your numerous complaints about spontaneity and untidy pavilions, and by the demands of the time,» Slyusar stated.

According to the resolution, in each settlement of the Rostov region, territories will be approved where stalls, stands, and summer cafes can be placed. Standards for external appearance will be established for all trade objects.

For entrepreneurs, a unified digital platform will be created, where information about all places for placing trade objects and the rules for their placement will be posted. Lease rights will be auctioned through open electronic tenders. The cost of lease is determined by a formula, uniform for all municipalities of the Rostov region.

«Local entrepreneurs, farmers, and combat veterans with state awards will be able to obtain a place without participating in tenders,» Slyusar clarified.

At the same time, the resolution signed by the governor prohibits subleasing. From now on, one cannot lease land for placing a trade object and then resell this right. It is assumed that in this way, only real producers will gain access to street trading.

«The resolution has already come into effect, but we will introduce all these measures gradually,» Slyusar added.

As reported by 161.RU, in August last year, the head of the Rostov region spoke in defense of stalls. He stated that if they appear, then residents need them. The other thing is that order needs to be brought to this sphere.
