Voronezh1.ru continues to introduce you to the largest developers in Voronezh that set the architectural tone and change the city«s appearance. For our project »Who Builds Here?« we took data from the Unified Resource of Developers (ERZ) on the volume of current construction. We have already talked about the first two leaders—GC »Razvitie« and »DSK«. Today we will discuss the bronze medalist—Group of Companies »Proekt Invest« (GC »Proekt Invest«). According to ERZ data as of 1 January 2026, the company was constructing 118,644 square meters of housing. If in the Voronezh Region it is in third place, then on a Russia-wide scale—it is 141st: also not bad, considering that there are 1368 participants in the federal rating.

By accumulated volume of housing—put into operation since 2016—GC «Proekt Invest» ranks seventh in the Voronezh Region in the ERZ rating—185,316 square meters. Of course, this is not 2.3 million, like the same Stakhanovite «Razvitie». But, for example, in 2025 «Proekt Invest» commissioned 46,683 square meters, and «Razvitie»—67.7 thousand. The difference is already not so striking. Although 85% of housing last year «Proekt Invest» delivered with a delay.

However, on its old internet page, the company«s founding date is given as 1997—this is also indicated by the Unified Resource of Developers. That is, it has been building Voronezh for almost 30 years.

However, their manager and owner (full or share) Nikolai Stupin is associated with another—attention—12 construction firms. The scale is impressive.

«Proekt Invest» has eight residential complexes (RC) in Voronezh: «Navigator», «8 Element», «Nikitin», «Onyx», «Alye Parusa», «Everest», «Universitetsky Park», «Zvyozdny Kvartal». Some are already delivered, others—«Nikitin», «Onyx», «Alye Parusa»—are still under construction. Moreover, the company built RC «Tsentralny» in Novovoronezh, as well as RC «On ul. Aerodromnaya, 29B» and «Evropeysky» in Borisoglebsk. But apparently, the Voronezh developer felt cramped with houses—and it went to one of the new regions of Russia. In the Donetsk People«s Republic (DPR)—in Mariupol—a 10-minute walk from the beach, GC »Proekt Invest« is building the residential complex »Nakhimovsky« with heights from 9 to 14 floors, the nearest delivery date is scheduled for the first quarter of 2027. In total, according to ERZ calculations, since 2016 the company has built 20 high-rises, currently seven more are in process.

Among the key players of the huge company by revenue and profit volumes for 2024, four LLCs can be highlighted:

— «Spetsializirovanny zastroyshchik »PSK«» (revenue 1.5 billion rubles (approximately $16.7 million at current rates), net profit 112 million rubles (approximately $1.24 million)),

— «Proekt Invest Stroy» (592 million rubles (approximately $6.58 million) and 24 million rubles (approximately $267,000) respectively),

— «Stroitelnaya kompaniya »Regionalny proekt«» (843 million rubles (approximately $9.37 million) and 8.8 million rubles (approximately $97,800)),

— LLC with the same name as the entire group of companies—«Proekt Invest» (710 million rubles (approximately $7.89 million) and 2.2 million rubles (approximately $24,400)).

At the same time, the largest authorized capital is at LLC «Proekt Invest Stroy»—117 million rubles (approximately $1.3 million), and this same company acts as the locomotive in government procurement: from 2016 to 2021 it participated in 21 procurements, won 17 of them—for 3.7 billion rubles (approximately $41.1 million).

Among the key figures, besides Nikolai Stupin,—Sergei Antipov and Anton Nepomnyashchy. Antipov, like Stupin, is a multi-tasking builder: he has shares in 12 construction firms, which, among other things, intersect with Stupin«s.

To roughly estimate the entire financial scope of this contract, one can look at the overall summary for one of the main beneficiaries—Nikolai Alekseevich Stupin. According to the service Rusprofile.ru, as of 2024, the total revenue of all 15 organizations where he is a founder and manager amounted to 3.7 billion rubles (approximately $41.1 million) (+117% compared to 2023), net profit—148 million rubles (approximately $1.64 million) (+207%). The companies« staff at that time officially numbered 89 people.

Initiative Pays Off

GC «Proekt Invest» in Voronezh builds residential complexes in different districts. So, RC «Onyx»—in the Central District, near the Botanical Garden. «Alye Parusa»—on the left bank, near the reservoir next to the park after which it is named. «Navigator»—in the Kominternovsky District, a two-minute walk from the Northern Forest. Apartment prices, as with other developers, strongly depend on location. If in the left-bank Mashmetovsky «8 Element» they start from 2 million rubles (approximately $22,200), in «Onyx» and «Alye Parusa» in iconic points of the city—from 3.8 million (approximately $42,200) and 3.7 million rubles (approximately $41,100), then in «Nikitin»—in the most ambitious project, in the «Circus» district—the minimum price is already 5.3 million rubles (approximately $58,900).

That a new residential quarter would grow at the intersection of Letchika Demyanova and Letchika Shcherbakova streets—in the vicinity of the «Circus» and Durov Park—became known in December 2023. News reported the start of construction in those areas of RC «Nikitin» from two sections under the leadership of GC «Proekt Invest», the total cost of implementing the idea at that time was estimated at 3.5 billion rubles (approximately $38.9 million). The project was approved by the urban planning council by Governor Alexander Gusev, and it was immediately dubbed «unique»: the initiative for comprehensive development of the territory came not from the authorities, but from the developer-rights holder itself, moreover, in one of the RC buildings there will be 31 floors excluding underground. The tallest in Voronezh now is considered the 35-story «BIK Tower» on 1905 Goda Street—so «Nikitin» is also almost a skyscraper. Besides, the developer promises all smart technologies: from chargers for electric cars and a license plate recognition system in the underground parking—to paw washers for dogs in the entrances. The nearest delivery date is scheduled for the fourth quarter of 2027.

Among the social projects of GC «Invest Proekt»—extensions to kindergartens No. 142 and 167 and school No. 106 for 1001 places in Voronezh, sports and recreation complex «Atom Arena» and ice arena «Ostalmaya» in Novovoronezh, school No. 4 for 1224 places and kindergarten «Solnechny Gorod» for 220 places in Borisoglebsk. Also, the company performed work on Russian Railways (RZD) facilities in Sochi before the 2014 Olympics: installation of roofing, fences, and metal structures at the stations «Adler», «Esto-Sadok», «Olympic Park», and «Krasnaya Polyana».

No Immunity from Court

Judging by court databases and the «Goszakupki» system, on government contracts not everything and not always went smoothly for the developer. So, in 2021, the company «Proekt Invest Stroy» won a contract for 583.3 million rubles (approximately $6.48 million) under the national project «Demography» for the construction of the ice arena «Aisberg» in Borisoglebsk. And in the process of execution, it received 11 claims from the mayor«s office for delays amounting from 48 thousand rubles (approximately $533) to 2.15 million rubles (approximately $23,900). The arena was eventually brought up to standard, but impressions remained for officials, builders, and citizens. And in August 2024, a civil lawsuit against LLC »Proekt Invest Stroy« was filed in the Levoberezhny Court of Voronezh by the assistant prosecutor of the district—in defense of children»s rights. The supervisory authority had complaints about the quality of work under the state contract for the construction of an extension to kindergarten No. 142 on Glinka Street (94.6 million rubles (approximately $1.05 million) under the national project «Demography»). The developer did everything at the end of 2020, but—the warranty period had not yet expired, and already cracks appeared, plaster crumbled. As a result, Themis obliged it to bring the building into proper condition at its own expense.

A serious investigation with LLC «Proekt Invest Stroy»—and this, recall, is the largest company in the GC—is currently ongoing with the tax inspection in arbitration. In March 2025, district tax authorities presented the developer with debts of 76.85 million rubles (approximately $854,000) for the period from 1 January 2020 to 31 December 2022 and issued a fine of 2 million rubles (approximately $22,200). The company complained to the regional UFNS, but was refused. As a result, inspectors blocked the firm«s operations on bank accounts and transfers for the amount of 61.7 million rubles (approximately $686,000), plus prohibited the sale and pledge of real estate for 15 million rubles (approximately $167,000). The developer asked to replace the ban on transfers also with a ban on alienation of property—for the same 61.7 million rubles—and tax authorities showed mercy, agreed: in the list of »untouchables« were 10 apartments in the developer»s RC. However, the company, fundamentally disagreeing with the fiscal claims, decided to sue—demanding, they say, to recognize the decision of the Federal Tax Service on our debts as invalid. On 3 September 2025, the regional Arbitration Court granted its interim request—suspended the effect of the tax authorities« controversial document: that is, imposed protective measures. The next hearing on the fiscal-construction saga is scheduled for 4 March.
