Shipyard Section Chief Under House Arrest for Bribes
On January 22, the October District Court of St. Petersburg placed Nikolai Kolchev, the chief of section No. 2 of workshop No. 8 at the Admiralty Shipyards, under house arrest. The restraint measure will be in effect until March 20, although the investigation insisted on detaining the suspect in the bribery case.
According to the investigation, Kolchev, who has headed the section since September 2022, built a scheme of extortion from subordinates. He offered workers to give him part of their salary in exchange for an increased labor participation coefficient under the piece-rate payment system. Refusal, as law enforcement claims, threatened a reduction in the coefficient and a cut in earnings.
One employee, referred to in the case as M., from January 2023 to October 2024, transferred at least 645,000 rubles (about $7,200 at current rates) to the chief. Another worker, K., over the same period, gave Kolchev about 275,000 rubles (approximately $3,100 at current rates).
Nikolai Kolchev was detained on January 21, and on the same day, he was charged with two episodes of receiving bribes on a particularly large scale.
The United Shipbuilding Corporation (USC) reported that the investigation is being conducted with the active participation of the USC security service. They emphasized the planned work to identify and suppress unlawful actions at enterprises.
On the day of the detention, investigative measures were carried out at the Admiralty Shipyards to suppress corrupt abuses. According to USC information, one employee has been detained in the case.
