Samara's Social Taxi Provided Over 98,500 Rides in 2025

Samara residents have actively used the city's social taxi service, which completed more than 98.5 thousand requests last year to assist veterans and people with disabilities.

In 2025, residents of Samara used the social taxi service more than 98.5 thousand times. The service allows veterans of the Great Patriotic War, adults and children with disabilities to travel free of charge to medical institutions, educational institutions, social protection authorities, the Pension Fund and other social facilities. Thanks to an initiative by Samara Mayor Ivan Noskov, since last year, people who use wheelchairs have been provided with additional assistance. Over the past year, 79 such requests have been processed.

“The social taxi in Samara is in demand, the number of requests is growing every year. I have decided to increase funding for this project from the city budget. Last year, the service was used almost 100 thousand times. We identified the need to add an escort service for wheelchair users when traveling to medical institutions. The escort will help with going down and up the floors at home and at medical institutions,” said Samara City Head Ivan Noskov.

According to the Department of Guardianship, Trusteeship and Social Support of Samara, the social taxi provides free service to veterans and disabled persons of the Great Patriotic War, as well as disabled persons of the first group, including those who require regular outpatient hemodialysis. The service is limited to a certain number of trips per month for different user categories. Disabled persons of the second group who require outpatient hemodialysis are entitled to 16 free trips per month plus an additional ten trips at a reduced rate (with a 50% discount). The reduced rate also applies to other disabled persons of the second group and children with disabilities.

“Social taxi escorts undergo special training — they learn the techniques for safe boarding and alighting of passengers with disabilities, the rules for handling wheelchairs and mobility aids, and algorithms for providing first aid. And most importantly — they are trained in tactful and respectful communication with passengers, which is especially important when working with people,” noted Irina Gridneva, head of the Department of Guardianship, Trusteeship and Social Support of the Samara City Administration.

Requests for social taxi are accepted on working days (Monday through Thursday from 08:30 to 17:30, Friday from 08:30 to 16:30, break from 12:30 to 13:18) no later than three full working days before the trip date by phone +7 (846) 250-03-50.

The social taxi is part of the national project “Family”, launched in 2025 by order of Russian President Vladimir Putin. The project«s goal is to support families, take care of the population»s reproductive health, strengthen family values, create conditions for an active and full life for the elderly, and provide quality care for those in need.
