Residents Recover Withheld Funds on Ablukova Street

The difficulty arose after 1 October 2025, when a change in the owner of the special account caused some of the capital repair contributions to be stuck with the payment agent. The residents prepared a collective appeal to Deputy of the Legislative Assembly, Chairman of the Committee on Housing Policy, Public Utilities and Energy Denis Sedov. After nearly six months of negotiations between the regional Fund for Modernization of Housing and Communal Services (Fond modernizatsii ZhKK), the management company, and the payment agent, a way out of the situation was found.

«As a result of a working meeting of the relevant committee of the Legislative Assembly, we managed to resolve this problem. The funds have already been transferred to the house»s special account,« said Sergei Lukyanov, a deputy of the Ulyanovsk City Duma. The parliamentarian added: »We understand how important timeliness and transparency are in matters related to housing and communal services. The situation with the house on Ablukova Street, 97, unfortunately, became an example of how bureaucratic procedures can create difficulties for citizens. I am glad that we managed to find a solution and return their funds to the residents. This is our absolute priority — to protect the interests of Ulyanovsk residents and solve emerging problems.«
