The court in the case concerning the construction of a business center on Beregovaya Street in Rostov-on-Don has finally received the long-awaited expert opinion, but the consideration of the lawsuit continues to be delayed.

Local residents frequently attend court sessions as observers to monitor the case.

The decision to build a 12-story building at Beregovaya, 23 was made four years ago. In 2022, the project received a positive expert review and permission from the architecture department. The landowner is entrepreneur Takuin Gogoryan, and the developer is the company «Parus» owned by businessman Samvel Gogoryan. In 2024, the permit was revoked after a protest from the prosecutor«s office, which found violations in the project. Since February 2025, »Parus« has been contesting this decision in court.

The court had been waiting for the expert opinion since November 2025. Its preparation was disrupted several times: first, the specialists didn«t have enough time to study the data, then they fell ill en masse. The document was ready in January, but the parties to the case haven»t had a chance to familiarize themselves with it yet.

‘The opinion has finally arrived, to the joy of all participants in the court session. But, as I understand it, no one has familiarized themselves with it yet,’
stated the judge.

The opinion is a voluminous document with blueprints, professional calculations, and references to regulatory acts. The court has allocated about a month for its study.

‘The experts provide a reasoned answer with conclusions for every question from the court. All answers are given with calculations, diagrams, and references to laws,’
said the residents« lawyer Elena Smilich.

At the last hearing, a representative from the company «Parus» was absent, which surprised the judge.

‘Has the applicant lost interest in the case?’
she asked.

The next hearing is scheduled for mid-February, where the parties will analyze the experts« findings in detail.

According to local residents, workers have not been seen at the construction site for a long time. Instead, homeless people often visit, lighting fires and removing metal structures.

‘Suspicious individuals periodically sneak in there. They lit a fire on New Year«s. They»re dragging some iron pieces from there. You can crawl onto the construction site,’
claims one of the female residents.

The correspondent attempted to get a comment from Lidiya Osnovina, listed in the project passport as the executive director from the client.

‘Don«t take a comment from me. That»s all I needed. You«re calling on a personal phone to get some comments. What are you talking about? I don»t know you. Who are you? The case is in court, right? The case is in court. You attend every court hearing. We have no questions outside of court, everything is only in court,’
she stated.

Residents of neighboring houses fear that due to the abandoned construction, a fire could break out that would spread to their homes. They are categorically against the construction, believing it could lead to basement flooding and the formation of cracks.

‘We«ll go all the way to the Supreme Court, like Lurie. They are Larisa Dolina, and we are Polina Lurie. I»m serious. This is our home,’
stated one of the Rostov women.
