Residents of Central Volgograd Complain of Bitter Cold

The management company reports boiler malfunctions, while Koncessii Teplosnabzheniya (Heat Supply Concessions) claims that heating is supplied normally.

Heating problems leave residents on Volgograd«s Alley of Heroes freezing, the management company says.

Residents of an apartment building on Alley of Heroes in central Volgograd report extremely low temperatures in their apartments. To avoid freezing, they have to constantly use heaters and turn on gas stoves.
“At the beginning of October, when heating was first turned on, the pipes were burning hot. We didn’t even know it could be that warm. Now that it’s freezing outside, the apartment is terribly cold. Our heaters run nonstop, and in the morning we also turn on the gas. We’ve contacted so many places, but no one came. So we’ve given up and are just waiting for spring. The pipes in the stairwell are also icy. But our management company doesn’t seem to care. I want to go to them, drag one of them to our apartment, turn off the heaters, and leave them in light clothing for a day. We’re tired of constant colds. But the bills come in full—why would they recalculate? The apartment is no more than 15°C (59°F). And by evening, for some reason, they reduce the heating,” residents said.
The building is serviced by the Management Company of the Central District (UK Tsentralnogo Rayona). The organization’s director, Tatyana Pershina, confirmed that many complaints have been received from residents.
“The boiler room isn’t working properly; there have been disruptions all winter. The coolant should come in at 95°C (203°F), but it comes at 60°C (140°F). Nothing depends on us,” the management company explained.
The press service of Koncessii Teplosnabzheniya (Heat Supply Concessions) stated that the boiler room is operating normally and that heat is being supplied in the required volume.
To clarify the circumstances, an official request has been sent to the State Housing Inspectorate of Volgograd Oblast (Goszhilinspektsiya Volgogradskoy Oblasti) to check compliance with temperature standards in apartment buildings in the city center, particularly on Alley of Heroes.
