Residents of blast-damaged house on Batova Street protest utility bills

Yaroslavl city authorities said utility charges for the building have been halted, and the bills may have been sent due to a system glitch.

Former residents of the house at 5 Batova Street, Building 2 in Yaroslavl, where a gas explosion occurred in August 2020, received utility bills in late December 2025.

One of the victims said:

«When we moved to other housing, we handed the property over to the municipality, having paid all utility bills, so everything was zeroed out. Before New Year 2026, they send payments to online banking for major repairs, security, intercom, and even for heating for the exploded house. Is this some kind of joke, or an attempt to squeeze money from anyone and any amount?»

The Yaroslavl administration explained that the emergency house is managed by AO Upravdom Dzerzhinsky District. As early as August 29, 2020, representatives of the district administration sent letters to resource-supplying organizations and the management company demanding the suspension of utility charges for former residents.

Disconnection from utility resources in the apartment building was carried out in August 2020. Owners of premises in the emergency house, slated for demolition, are not required to pay contributions for major repairs. According to information from PAO TGC-2, heating charges for former residents have not been made since August 2020.

The house is guarded around the clock and surrounded by a fence, so residents cannot receive paper bills. The appearance of electronic invoices may indicate an error in the charging system and automatic distribution.

In autumn 2025, the court ordered Yaroslavl city hall to resettle citizens left without housing. Previously, they were promised apartments in a new building on Bolshaya Donskaya Street in Krasnoperekopsky District and to hand over keys in 2025.
