Residents Freeze in Volgograd Despite Full Heating Bills
While the management company cites constant boiler malfunctions and severe underheating, Concessions insists the boiler works normally, leaving residents freezing.

Residents of Heroes Alley apartments freeze as the management company blames boiler underheating.

Residents of a building on Heroes Alley in the very center of Volgograd complain of bitter cold in their apartments. According to them, to avoid freezing completely and falling ill, they have to constantly use heaters and gas. The management company also acknowledges heating problems, citing constant malfunctions of the boiler. However, Concessions assures that the boiler is operating normally.
«At the beginning of October, when the heating was first turned on, the pipes were blazing. We didn«t even know we could have that much heat. Now, with the frost outside, the apartment is terribly cold. Our heaters run non-stop, and in the morning we also turn on the gas,» the residents tell V1.RU. «We»ve complained everywhere, but nobody came. So we«ve just given up and are waiting for spring. The pipes in the entrance are also icy. But our management company doesn»t seem to care. I want to go to them, drag one of them into the apartment, turn off the heaters, and leave him in light clothing for a day. We«re tired of constant colds. But the bills come in full—why would they recalculate? The apartment is no more than 15 degrees (59°F). And by evening, the heating is somehow turned down even more.»
The building is managed by the Management Company of the Central District (UK Tsentralnogo raiona). In a conversation with a V1.RU correspondent, the organization«s director Tatyana Pershina confirmed that complaints are indeed numerous.
«The boiler isn«t working properly—interruptions all winter. Currently, the coolant should be at 95 degrees (203°F), but it»s coming at 60 (140°F). Nothing depends on us,» the management company says, throwing up their hands.
The press service of Concessions for Heat Supply briefly responded that there are no problems with the boiler and that heat is being supplied in full.
V1.RU is sending an official written request to the State Housing Inspectorate of the Volgograd Region asking for an inspection into possible violations of the temperature regime for supplying coolant to apartment buildings in central Volgograd, and in particular, the building on Heroes Alley.
