Residents Demand Ban on Volgograd High-Rise Construction

Residents of southern Volgograd are calling on the governor and the head of Russia's Investigative Committee to prohibit a high-rise on Sevastopol Embankment, fearing it will eliminate space between buildings.

A new apartment building is planned for southern Volgograd. Residents of the already-built high-rises in the «Admiralteysky» residential complex are unhappy that the distance between buildings if this new giant is erected will be less than required by regulations. Concerned citizens have recorded a video appeal to the chairman of Russia«s Investigative Committee and the governor of Volgograd Region, asking to ban the construction.

— The current distance between houses is only 88 meters. If they build another apartment building between us, you could literally spit onto the balcony of the neighbor across! 88 minus the planned building«s width — 15 meters — leaves 73 meters. And if divided in two, that»s 36 meters, when the law requires at least 50 meters! This is a gross violation of legislation regarding urban planning, fire safety, and sanitary norms for sunlight! — say the citizens.

According to residents, they approached the urban planning department, but were told that the land belongs to the developer and he has the right to build what he deems necessary.

A V1.RU correspondent was explained in the urban planning department that a construction permit has not yet been issued, and the project must undergo technical examination.

— There is approved territory planning documentation that has gone through public hearings. According to urban planning documents, the construction of four apartment residential buildings is provided for on this site. Three houses have been built and put into operation, and the fourth is planned for construction. The project for the last house will undergo inspection for compliance with technical regulations. If the examination reveals that the project violates any norms, it will not be allowed for implementation; if it doesn«t violate, the department has no right to prohibit it, — said Andrey Tekuchev, deputy head of the urban planning department.

Moreover, back in 2024, members of the Urban Planning Council of Volgograd administration had questions about the construction of a new house in the 603rd microdistrict. After another discussion, the house construction project was sent for revision.

— For the house in the 603rd microdistrict, comments were also corrected, the height was reduced, the house itself was rotated, and now it«s kind of fitted in. But, in my opinion, the extremely high significance of this territory has been hopelessly spoiled, — explained Mikhail Norkin, former chief architect of Krasnoarmeysky District and a member of the urban planning council. — At one time, when I was the architect of Krasnoarmeysky District, I asked the chief architect of the city, Vladimir Yefimovich Maslyayev, why we aren»t developing this empty territory, why we«re encroaching on the private sector, spending money on demolition... He answered that this place in its importance is perhaps the main one in Volgograd, and they weren»t ready to develop it. Neither architects, to create something substantial, nor builders, who could embody something interesting, nor the authorities — to find some common solution. «Let this territory stand, wait for better times,» — said Vladimir Yefimovich. Better times have come, but no common solution was reached. In the early and mid-2000s, when this territory was divided into plots among many developers, each started doing something for themselves.

Recall that residents of the «Admiralteysky» residential complex for several years couldn«t wait for the end of construction and handover of houses. Defrauded equity holders even held a rally, trying to reach the authorities and punish the unscrupulous developer.
