Pipes Barely Warm: Pesochnya Residents Without Heat in Freeze – Official Reply

A reader contacted YA62.RU and reported that at Vasilyevskaya Street, building 16, there are heating problems in 17 apartments. According to the Ryazan resident, the issue is with the improper operation of the boiler house, which lacks sufficient capacity.
“We just spoke with the Ryazan Municipal Production and Technical Service (RMCTS) for the Oktyabrsky District. They said they can«t do anything. The problem has been known for years, but top management isn»t taking any action. The boiler house is running at full capacity, but too many buildings have been connected to it; it simply can«t handle them, there isn»t enough power. Neither the boiler operators nor the technicians will fix anything,” shared the reader.
In response to the residents« appeals, RMCTS claims that their organization is conducting adjustment works to resolve the problem.
A YA62.RU journalist decided to find out the cause of the heating absence when the city has frost up to -20°C (-4°F) and above. The RMCTS dispatcher was initially surprised by such a complaint and said that there are no shutdowns in this area, but promised to clarify the information.
At the management company Comfort City LLC, the YA62.RU correspondent was told that, according to residents who contacted them, too many houses are connected to the boiler house that supplies the buildings, and therefore it “can«t handle it.”
“This is RMCTS«s responsibility; it»s their area. You can check with them,” added the representative of the management company when the conversation turned to solving the problem.
At the Municipal Unitary Enterprise “RMCTS”, they responded about what is currently happening with the heat in the house on Vasilyevskaya:
“There were complaints that the radiators are barely warm, but people didn«t measure the indoor temperature and didn»t call for inspections. The boiler house is operating.”
The dispatcher also clarified that if questions arise, complaints should be addressed to RMCTS for the Oktyabrsky District at number +7 491 255-05-86 (extension 2).
“If people«s temperature is below sanitary norms (adjacent rooms below 18°C (64°F), corner rooms below 20°C (68°F)), then via this phone they say ‘come to our commission, come measure.’ We draw up a report, figure out the cause, and make a recalculation,” added RMCTS.
