Perm residents face higher heating bills in January

Settlement and cash centers have begun delivering receipts for heat and hot water for January 2026 to clients of T Plus in Perm Krai. Amounts in January receipts are typically higher than in December receipts. This is due to three key reasons: changes in tax legislation, abnormally cold weather, and the length of the billing period.
Starting January 1, 2026, in accordance with Federal Law No. 425, the VAT rate in Russia was increased to 22%. The new rate also applies to heat tariffs (prices), which affected the final cost of the service.
The lower the outside temperature, the more heat energy is needed to maintain standard temperatures indoors. A one-degree drop in temperature increases heat consumption by approximately 4.5%. The severe January frosts became one of the main factors behind the increase in payments on receipts.
Charges are calculated not for the calendar month, but for the billing period between readings of communal meters. The billing period for January (from 24 December 2025 to 23 January 2026) is 31 days, which is one day longer than the same period for December (from 24 November 2025 to 23 December 2025). This also affects the final amount.
In addition, other factors may influence the amount of charges: the technical condition of in-building networks (leaks, heat losses), design violations (unauthorized heated floors, extra radiators), and regulation of the heating system by management organizations (management companies and homeowners« associations). It is also important to monitor the technical condition of the building, install door closers on entrance and common balcony doors, check the integrity of windows in common areas, and insulate attics and basements. These are the main places for heat loss in a building.
