Novosibirsk Seeks 880M Rubles for Dilapidated Houses
Novosibirsk’s city hall has applied for 880 million rubles from the Territorial Development Fund to resettle 443 dilapidated houses, saying 62 were resettled last year with developers.

In Novosibirsk, 443 houses have been declared dilapidated and subject to demolition. Denis Kovalev, head of the city hall’s housing affairs department, said this on February 5 during a live broadcast of Novosibirskie Novosti.
“Last year we resettled 62 houses with the participation of developers. For 2026, by February 1 we submitted an application to the Ministry of Housing and Utilities of Novosibirsk Oblast for federal funding. This application will be reviewed, and I hope a positive decision will be made, and based on that we will then orient ourselves according to the plan,” he explained.
He clarified that the city submitted a request for 880 million rubles (approximately $9.8 million at current rates) from the Territorial Development Fund. Funds for demolition and resettlement also come from the regional budget, developer funds (under the KRT program, Integrated Development of Territories), and sometimes housing is resettled using the city budget.
“We always try to adhere to the principle of priority based on the date the house was declared dilapidated,” added Denis Kovalev.
In January, NGS reported that in the Oktyabrsky district, they decided to resettle and demolish an entire low-rise block — 39 dilapidated houses and two more not yet declared dilapidated.
