Nizhny Novgorod Metro Costs Surge 12 Billion Rubles

The cost of extending the Avtozavodskaya metro line in Nizhny Novgorod has increased by 12.4 billion rubles ($124 million), with work continuing on Svobody and Sennaya squares.

In late 2025, it became known that the cost of extending the Avtozavodskaya metro line in Nizhny Novgorod had increased by 12.4 billion rubles ($124 million at current rates). As the mayor«s office reported, the contract terms allowed for a possible 30% increase in the cost of work due to economic conditions.
At the end of December 2025, information appeared on the public procurement website about an increase in the cost of constructing the metro section from Gorkovskaya station to Sennaya station. The contract amount increased from 35.58 to 47.99 billion rubles ($480 million at current rates). In addition, its validity period was extended until 25 December 2027, and the completion date for construction and installation work until 1 August 2027.
«Changes to the contract terms and price are primarily due to longer delivery times for custom-made engineering equipment, the duration of construction of complex facilities in the cramped conditions of the historic center, as well as an increase in the cost of work for the main stage 2.6, which received a positive conclusion from the Federal Autonomous Institution »Glavgosexpertiza of Russia« on 26 November 2025,» the mayor«s office said.
This stage of work was estimated at more than 30 billion rubles ($300 million) and involves the construction of station complexes, tunnel structures, and equipment installation at the stations.
The city administration noted that, due to the increase in the cost of equipment and work performed, the allocation of funds from the regional budget has been approved. Part of the project financing comes from an infrastructure budget loan.
The mayor«s office also noted that under the terms of the original contract, the general contractor Mosproyekt-3 had been paid 25.1 billion rubles ($251 million) in advance payments between 2021 and 2025.
«In total, 11 billion rubles ($110 million) have been recorded in certificates of completed work together with as-built documentation for actually completed work. Thus, almost half of the allocated advance can be considered as worked off,» the agency concluded.
Meanwhile, on Sennaya Square in Nizhny Novgorod, they have begun pouring the foundation of the future metro station complex. 300 cubic meters of concrete mix were poured into the assembled reinforcement cage of the first section. This structure will be the foundation for the block of technical rooms of the future underground station complex.
