Nizhny Novgorod Metro Cost Rises by 12 Billion Rubles
The cost of extending the Avtozavodskaya metro line increased by 12.4 billion rubles ($130 million at current rates). Authorities attributed this to rising equipment prices and difficulties of working in the historic center.

At the end of 2025, the cost of building a new metro section from Gorkovskaya to Sennaya stations increased from 35.58 to 47.99 billion rubles ($375 million to $505 million at current rates). The contract was extended to December 25, 2027, with completion of construction and installation work scheduled for August 1, 2027.
Nizhny Novgorod city hall explained that the price and timeline increases were due to several reasons:
- Long delivery times for custom-engineered equipment;
- The duration of construction in the confined conditions of the historic center;
- An increase in the cost of work for Stage 2.6, which received a positive conclusion from the Main State Expert Review Agency of Russia (Glavgosexpertiza) on November 26, 2025.
Stage 2.6, valued at over 30 billion rubles ($316 million), includes construction of station complexes, tunnel structures, and equipment installation at stations.
To cover the increased costs, additional funds from the regional budget have been approved. Part of the project financing also consists of an infrastructure budget loan.
Under the initial contract, the general contractor Mosproyekt-3 received 25.1 billion rubles ($264 million) in advance payments from 2021 to 2025. Work completion certificates recorded 11 billion rubles ($116 million), meaning nearly half of the advance has been accounted for.
Meanwhile, concrete work is already underway at Sennaya Square. 300 cubic meters of concrete mixture were poured into the assembled reinforcement frame of the first section, which will become the foundation for the technical block of the future underground station.
