New Teacher Pay System Could Be Introduced in 2027
The introduction of an updated payment scheme for teachers is planned for 2027. According to the Ministry of Education«s activity plan for 2025–2030, cited by Parliamentary Gazette on January 22, a pilot project to move away from fixed salaries is already being tested.
The experiment is taking place in three regions of Russia:
- Udmurt Republic;
- Vladimir Region;
- Sakhalin Region.
Under the new regulations, a teacher«s salary will be formed as follows: 70% will be a guaranteed base salary, and the remaining 30% will consist of incentive payments and compensation set by the management of the educational institution.
It is assumed that this measure will help smooth out economically unjustified differences in the incomes of teachers performing the same work in different regions of the country. If the pilot shows positive results, the methodology will begin to be applied in other regions of Russia.
In addition to changes in pay, the ministry«s plan outlines tasks for improving the quality of education and identifying students» strengths. In particular, by 2030, the goal is to increase the number of students covered by career guidance classes and to achieve 100% completion of internships in high-tech specialties for 7th–9th grade students at leading general education organizations.
