The windows are broken, the doors are unlocked, and garbage is scattered inside. Consequently, due to low temperatures, the sewage pipes in the apartments located above these spaces have frozen and burst.

The doors to the abandoned premises remain unlocked, allowing unrestricted access.

«People complain about the cold in the building, which comes from the unheated, unimproved area. The management company, Zhilkomservis Nyagan, sent a proposal to the joint-stock company Chelzhi-1 to carry out repair work, which was rejected — the owner, who lives in Yekaterinburg, is not taking measures to maintain his own property,» Nyagan Mayor Ivan Yamashev reported on his Telegram channel.

This situation has persisted since 2014 and, according to numerous appeals from residents, is reducing their quality of life. The Nyagan authorities have again demanded that the bankruptcy trustee personally come to the city to resolve the issue on site or appoint an authorized person to do so.

«For our part, we have sent a complaint to the Housing Construction Oversight Authority of Khanty-Mansi Autonomous Okrug (Yugra) and the prosecutor»s office to pressure the property owner, who, by law, is obliged to maintain the technical condition and take measures to prevent unrestricted access to the premises,« the mayor stated.

We previously reported that in Nyagan, a criminal case was initiated following an outbreak of intestinal infection in a kindergarten. According to preliminary data, 14 people sought medical help.
