Murmansk Region Allocates 10 Billion for ZATO Renovation

In 2026, Murmansk Region will continue its large-scale renovation program for ZATOs and military towns, allocating 10.2 billion rubles (about $113 million at current rates) across eight municipalities.

In 2026, the renovation program for ZATOs (closed administrative-territorial formations) and military towns will continue in Murmansk Region. The regional Ministry of Construction announced that 10.2 billion rubles (approximately $113 million at current rates) will be allocated for these purposes.
Work will take place in eight municipalities. Plans include starting construction of a school in Alakurtti and four kindergartens in Pechenga, Korzunovo, Gadzhiyevo, and Kilp«yavr. The projects are already prepared and undergoing state expert review. After completion, contractors will begin construction. In 2026, construction of a food service center will also start in the ZATO of Severomorsk.
In addition to new construction, major repairs of social facilities are planned in Severomorsk, Zaozersk, and ZATO Aleksandrovsk. They will upgrade the water treatment station in Vysoky, the staircase ensemble of the Circular House in Polyarny, and elements of 88 apartment buildings in various settlements of the region.

The program includes:

  • repairs of 140 building entrances
  • renovation of housing and utilities infrastructure
  • repair of 220 apartments in ZATO Aleksandrovsk and Kilp«yavr
  • road repairs in Zaozersk, Severomorsk, ZATO Aleksandrovsk, and Pechenga District
  • improvement of 41 courtyard areas
  • demolition of nine dilapidated and decommissioned buildings
Work will also continue on the major overhaul of the Severomorsk Central District Hospital buildings and the construction of a House of Culture in Alakurtti. Separately, measures under the Russian Defense Ministry totaling 4 billion rubles (about $44 million at current rates) are planned.
