Millions Allocated for Delivery of Utility Bills in Volgograd

On the platform of the unified procurement information system, an auction has been published for providing services to deliver addressed personal payment documents to consumers in Volgograd and Volgograd Oblast. The procurement organizer is «IVC ZhKKh i TEK» (Information and Computing Center for Housing and Utilities and the Fuel and Energy Complex), and applications from potential contractors are accepted until February 12.
The total cost of the services is estimated at 40,484,358 rubles (approximately $450,000 at current rates), which will be allocated from the customer«s own funds. The price for delivering one bill is calculated based on the population in a specific locality and varies on average from 4.28 to 9.83 rubles (approximately $0.05 to $0.11 at current rates).
The planned monthly delivery volumes are distributed as follows:
- In localities with a population of more than 100,000 people — 490,000 payment documents.
- In localities with a population from 20,000 to 100,000 people — 94,000 bills.
- In localities where less than 20,000 people live — 13,000 bills.
The contract executor will have to pick up prepared batches of documents from collection points in Volgograd and Volzhsky, and then ensure their delivery to the recipients« mailboxes. The following deadlines are set: up to three days for addresses in Volgograd and up to five days for localities in the oblast.
The final service deadlines and payment procedures will be determined in the contract with the auction winner. The auction results are scheduled to be announced on February 16.
It was previously reported that the amounts in the payment documents for housing and utility services, which caused a sharp reaction from city residents, were formed with errors and will be revised in the future.
