Mass resignations at Ilya Shtokman's plant

Employees are quitting the Vektor concrete plant, owned by the family of former Nizhny Novgorod vice mayor Ilya Shtokman, as operations have been suspended since late December.

Employees are resigning from the Vektor concrete plant, owned by the family of former Nizhny Novgorod vice mayor Ilya Shtokman. In September 2025, the ex-official was arrested on charges of taking a large bribe, and the plant underwent a series of inspections. At the end of last year, the plant«s operations were suspended again, according to one worker who spoke to NN.RU.

According to him, there are many resignations at the plant because production has been idle for over a month — since December 29. This is not the first time the plant«s operations have been interrupted: in November, Rosprirodnadzor (the Russian Federal Service for Supervision of Natural Resources) found violations of environmental requirements, after which the Kstovsky City Court suspended Vektor»s operations for 45 days.

In December, the plant«s general director, Mikhail Shtokman, was detained in Nizhny Novgorod. He is involved in the case of his brother Ilya Shtokman and is charged with mediation in receiving a bribe of 55 million rubles (approximately $611,100 at current rates).

Investigators believe that the ex-deputy mayor received this sum in 2022 from a construction company with which he had entered into a series of municipal contracts under the program for resettling citizens from dilapidated housing. In return, the former official allegedly promised patronage and «loyal oversight».
