The concrete plant Vektor, linked to the family of former Nizhny Novgorod deputy mayor Ilya Shtokman, has faced mass layoffs. Production ceased on December 29 and has not resumed since.

The suspension is not an isolated incident. Back in November, Rosprirodnadzor (Russian Federal Service for Supervision of Natural Resources) found environmental violations at the plant, and by a decision of the Kstovo City Court (Nizhny Novgorod Oblast), the plant«s operations were halted for 45 days.

In September 2025, Ilya Shtokman was arrested. He is accused of taking a bribe of 55 million rubles (approximately $611,100 at current exchange rates). According to investigators, the money was promised in exchange for patronage and lenient oversight of a construction company working on contracts under the emergency housing relocation program.

Later, in December, Vektor«s general director Mikhail Shtokman was detained. He is named in the same criminal case and is accused of acting as an intermediary in transferring a large sum of money.
