Logvinenko had higher satisfaction: authorities reveal Rostov residents' ratings

The biggest 'drop' for Skryabin is in heat supply, according to a government survey.

Alexander Skryabin, in his role as head of Rostov, currently satisfies citizens less than Alexey Logvinenko did. This is according to population survey data published by the government of Rostov Oblast.

The survey is conducted annually. Its purpose is to assess the effectiveness of municipal leaders« work.

According to the published data, in 2025, 60.8% were satisfied with the Rostov city head«s work in terms of transport services. In 2024, the figure was slightly higher at 61.1%.

The quality of automobile roads in Rostov, according to the survey, satisfied 60% of residents in 2025, and 59.8% in 2024. Here, the trend is in Skryabin«s favor.

Alexey Logvinenko led Rostov from February 2019 until the end of January 2025, when he voluntarily resigned. First deputy head Alexander Skryabin took over as acting city head. On March 11, he won the competition for the position, shedding the «acting» title. And in October 2025, Alexey Logvinenko was detained. He is suspected of exceeding official authority.

In 2025, 68% of Rostov residents were satisfied with the city head«s work in organizing heat supply, compared to 79.01% in 2024. And this is despite the fact that it was under Skryabin that the city for the first time in five years received a winter readiness certificate. A similar story with water supply: 63.2% satisfied in 2025 and 64.2% in 2024.

The percentage satisfied with the quality of electricity supply slightly decreased: from 75.9% in 2024 to 75.2% in 2025. With gas supply, the difference is larger: in 2025, 81.6% of Rostov residents were satisfied, and 83.3% in 2024.

Looking at all cities in Rostov Oblast, according to the survey results, public transport works best in Kamensk-Shakhtinsky (almost 75% population satisfaction), and the highest quality roads are unexpectedly in Zverevo (73.3% satisfaction).

Heat supply is best in Kamensk-Shakhtinsky (88.6%) and Taganrog (86.1%). Water supply is best in Novocherkassk (72.6%), electricity supply in Novocherkassk (87%) and Kamensk-Shakhtinsky (86.1%), and gas supply in Kamensk-Shakhtinsky (89.3%) and Taganrog (88.6%).
