Land auction near Novosibirsk's Kosmicheskaya station fails
A 7.8-hectare plot near the future Kosmicheskaya metro station in Novosibirsk failed to sell at auction, with no developers submitting bids for the land valued at nearly 1 billion rubles (approximately $11 million at current rates).

The regional operator for comprehensive territory development (KRT) failed to sell a 7.8-hectare plot at auction near the future Kosmicheskaya metro station in the Zaeltsovsky district of Novosibirsk. Not a single developer submitted an application.
The protocol on the auction results, published on the GIS Torgi website, states that no applications were submitted for participation, or a decision was made to deny admission. The auction did not take place.
As reported by NGS, the auction for 960.9 million rubles (approximately $10.7 million at current rates) in one lot featured two plots in a field near the future Kosmicheskaya station. The territory was planned to be developed over 9 years. The regional operator «Agency for Housing Construction Development of Novosibirsk Region» (ARZhS) was to oversee the development.
«ARZhS» is the regional KRT operator that coordinates developers« work on a large territory under development. According to the Kontur.Fokus service, JSC »ARZhS« is a government customer-developer and general contractor. The company»s general director is Ashot Rafaelyan. As of the end of 2024, «ARZhS» earned 1.9 million rubles (approximately $21,000, 99% less than the previous year). Net profit amounted to 33.7 million rubles (approximately $374,000).
The operator is engaged in the development of the «Klyukvenny» microdistrict, plans to develop the peninsula near the Bugrinsky Bridge, and build «Integrad» between Akademgorodok and Koltsovo.
The auction winner would have been allowed to build buildings up to 30 stories high. In exchange, the company would have needed to build a kindergarten for 180 children and a school building for 350 students.
NGS has sent a request to «ARZhS».
These are not the first failed auctions conducted by «ARZhS». The operator planned to find developers for the smart district «Integrad» between Akademgorodok and Koltsovo. According to NGS, developers and banks were cautious about the idea of building a new microdistrict due to the difficulty of making a profit from the project. The operator is also failing to sell new sites in the «Klyukvenny» microdistrict.
