Kuzbass Authorities Create Regional Procurement System

Kuzbass authorities have created a regional government procurement system, investing tens of millions of rubles in its development over the past three years.

The authorities of Kuzbass have created a regional information system in the field of procurement called «Goszakaz». The corresponding decree, approved by the region«s Prime Minister Andrei Panov, was reviewed by a correspondent of NGS42.RU.

According to the document, the system will operate on the basis of the existing portal of the Kuzbass Contract System Department. The same department, as well as the Ministry of Digital Development and Communications of Kuzbass, have been tasked with managing and maintaining it.

«The GIS »Goszakaz« operates to improve the efficiency of the procurement system for state and municipal needs of Kuzbass, increase the level of openness and transparency of public procurement procedures, and prevent violations of legislation during their formation,» the decree states.

The document additionally states that the Kuzbass system must be configured to exchange data with the federal Unified Information System in the field of procurement. According to the description, it should display information about all tenders in Kemerovo Oblast, except those related to state secrets.

According to the Kontur.Zakupki service, development of the Goszakaz system in Kuzbass began almost three years ago. From 2023 to 2025, the Ministry of Digital Development of Kuzbass held five tenders for creation, refinement, technical support, and other services related to the system, totaling 26.8 million rubles ($297,800 at current rates). All auctions were won by a single company — LLC «System Automation of the Budget».

According to Kontur.Fokus, LLC «SAB» registered in Tomsk has been operating since 2008. For 2024, the company reported revenue of 29.4 million rubles ($326,700) and net profit of 1.4 million rubles ($15,600). Over the past 12 months, the organization won seven tenders totaling about 30 million rubles ($333,300) for various works related to regional public procurement systems in Kuzbass, Altai Krai, Khakassia, Buryatia, and other regions of the Russian Federation. The founder and director of the firm is Alexei Sim, who also has an individual entrepreneur in real estate rental and management.

Previously, NGS42.RU reported on the ten largest public procurements in Kuzbass in 2025. The contract amounts ranged from 500 million rubles ($5.6 million) to 5 billion rubles ($55.6 million).
