In Kurgan, there are more than 800 container sites, and access to them is regularly blocked by residents« personal cars, explained representatives of »Chisty Gorod«. The company identified 29 most problematic spots where the garbage collection schedule is constantly disrupted. The specialized vehicles simply cannot pass between the cars.

The chairman of the regional parliament emphasized the need for a solution that complies with federal law.

«Chisty Gorod» proposed a radical solution: amend the Kurgan region«s »Code of Administrative Offenses«. The essence of their proposal is to introduce fines for those who park near the bins or even tow such vehicles. This idea has already been supported by the municipal authorities of Kurgan and Shadrinsk.

The Chairman of the Regional Duma, Dmitry Frolov, noted that a solution must be found that does not contradict federal legislation. At the national level, the introduction of liability for such violations is only being discussed.

In the meantime, as one of the options to solve the problem, meeting participants proposed installing no-parking signs near container sites. The issue will be discussed in detail by the committee on legislation and state construction.
