Irkutsk Governor Accuses Relatives of Traffic Fines

Governor of Irkutsk Region, former head of Voronezh Ministry of Emergency Situations (EMERCOM) Igor Kobzev found himself in an unusual situation. His wife«s car, a BMW X6 with a special series license plate »EKH«, has received 19 fines totaling 15 thousand rubles (approximately $150 at current rates) over the past two years, reports the Telegram channel »Baza«.

The violations are standard: speeding, crossing markings, and driving without a seatbelt.
As Kobzev himself explained, the car has been with his relatives in Voronezh for six years, to whom he left the vehicle for storage. It is they, according to the governor, who committed all the violations. He claims that he repeatedly asked his relatives to pay the fines and obey traffic rules, but his requests, apparently, went unheeded.
The car has «EKH» series license plates, which are often interpreted by the public as «I Drive As I Want». Since the end of December 2025, the issuance of such plates in Russia has been discontinued; read more about these plates in our article.
