Heating Issues at TPP-2 Leave Chita Residents Freezing

Residents of Chita reported in the comments of the Telegram channel «Chita.Ru» on the morning of 29 December that their apartments were still cold — homes were 16–18°C (61–64°F). TGC-14 responded that they had started warming the buildings by increasing the water heating.
Readers wrote that in some buildings it has been cold for a week, while others have been unable to get warm since the beginning of the heating season.
Anokhina Street, 88, it«s been freezing for a week already.
Verkhneudinskaya Street, 10. The temperature in the apartments hasn»t risen above 17°C (63°F) since the end of November. The management company, TGC-14, and supervisory authorities are doing nothing.

Promyshlennaya Street, 51a. No heat at all. The residents of the building have repeatedly appealed to various authorities, TGC-14 came to the apartments, measured the temperature, +13°C (55°F). However, the problem remains unresolved. We freeze every winter. It«s an outrage.
I live at Anokhina Street, 88, it»s been freezing at home for a week already. My child studies at Narkhoz (an economics college), the building at Anokhina — Poliny Osipenko. The children have been on distance learning for a week already, and it«s been extended until the end of the month because the classrooms are very cold, before that they sat in their clothes.

We were unable to obtain a comment from the Ministry of Housing and Utilities (MinZhKKh) (the question was asked through the press service of the regional government) at the time of publication. But TGC-14 responded, explaining that they had reduced the underheating of the network water at TPP-2, but it still does not meet the temperature schedule.
«Since 8 a.m., we have compensated for the underheating by increasing the coolant flow. At the moment, the buildings are warming up,» the company added.
Reports emerged about the cold in School No. 49 in Chita on 27 December. Children had to sit in class in their outerwear. The education committee then reported that primary school students would switch to distance learning from 28 January, and then the remaining schoolchildren. At the same time, the committee sent a letter to TGC-14 about bringing the heating parameters, which had indeed decreased, into compliance with the norms. The school«s director, Elena Azbukina, recorded a video address in which she spoke about transferring the children to distance learning and that the school is waiting for TGC-14 to resolve the heating problem.
