According to open sources, Nikolaev«s social activities began as early as 2001 — precisely when his political career was rapidly taking off. First, he became a deputy of the Legislative Assembly of Primorsky Krai, and in 2004, he took the position of mayor, while simultaneously engaging in business. The fund »Primorye — a Decent Life,« as it is known today, did not exist then. There was only a program of the same name to reduce food prices, divided into several subprograms:

It«s difficult to objectively assess the work of Nikolaev»s fund in his status as a deputy and as mayor. His website states that over the entire time, 20 to 30 thousand people participated in the «Health» program alone, and in the comments, one often encounters people thanking the former official.

However, in the 2000s, the fund had no social media or website, so it is impossible to find publications or reports from those years. Despite this, a reasonable question arises: how bad is it to clean yards and repair entrances, even if the results might be exaggerated?

«I headed the working group to ensure that the distribution of vouchers was fair and transparent. A voucher would come to each institution, the team would gather and determine the person who needed it. An application had to be submitted, sent to us, we checked it and directed the person to the best sanatoriums in Primorye, and the program showed great success. Later, it completed its activities, but started working again in Vladivostok when I became its mayor,» the ex-mar himself later said about the «Health» program.

Unsurprisingly, a significant number of people criticized Nikolaev, accusing him of PR at the expense of public support, but not everyone agreed with them, arguing that the main thing is helping people, and it doesn«t matter whether the ex-mar does it from the heart or pursues his own goals.

Many also considered Nikolaev«s activities an attempt to overshadow his criminal past, which was often written about in newspapers of those years and is still mentioned today.

For example, in November 2025, TV channel Ren-TV released a story in which journalists and law enforcement officers talked about Nikolaev«s work as part of an organized criminal group led by the authority figure Sergey Baulo, nicknamed Baul. According to them, the ex-mar mainly engaged in racketeering: communicating with uncooperative businessmen, extorting money from them, and even ended up behind bars in 1999 for threatening to kill the director of the Olimpets sports complex, Tatyana Efremova, and assaulting the chairman of the committee for physical culture and sports of the Primorsky Krai administration, Mikhail Chikin.

Despite public support and political career development, Nikolaev could not avoid criminal prosecution. In 2007, while he was still mayor, a case was opened against him for abuse of power. First, he was placed in a pre-trial detention center, and then he was given a suspended sentence and banned from holding leadership positions.

In the summer of 2008, Nikolaev flew to Thailand, and for missing monthly registration, his suspended sentence was replaced with a real one. Interpol issued a warrant for his arrest, but in 2012, the court deemed the punishment erroneous due to lack of evidence of a crime, and in 2013, the ex-mar was acquitted.

In April 2013, Nikolaev broke his silence and gave an interview to journalist Darya Ionina. At that time, he said he could not definitively answer whether he was ready to return to Vladivostok and work for its benefit.

«There are certain people who make decisions. For any person who should and can, if they make such decisions, they must do so considering all circumstances. What things are behind you, what can you tell people. Now is the time for real deeds, not PR. Money should be invested where it is most needed,» Nikolaev said.

It«s hard to say whether Vladimir Nikolaev truly doubted a possible return to Russia, since the video appeared not with a specific publication but on his new website, vvnikolaev.com, and YouTube channel, created the same year, which was perceived as an attempt to test the waters after a long absence. Some believed he intended to run for mayor of Vladivostok again.

From politician to philanthropist

Just six months after the interview was released, Vladimir Nikolaev began promoting the «Primorye — a Decent Life!» and «Health» programs again, but with an important difference: now he presented them not as a politician but as a philanthropist with dozens of like-minded people, wanting to help the residents of his native region. The ex-mar communicated mainly with the same Darya Ionina and had not yet returned to Russia at that time, but claimed that the main programs worked even in his absence.

«The programs never stopped. We always received a large number of appeals and thanks from people, it»s just that the programs work systematically enough. Those who know our programs and me personally can say that we do this not for political ambitions, but because there is an internal understanding that these programs are needed by people. They are not needed by me,« said Vladimir Nikolaev.

The main source of information about the ex-mar«s activities from 2013 to 2015 was his website and YouTube channel, which constantly released videos about new programs. Among them:

  • «Sports Vladivostok» — promoting a healthy lifestyle, building sports complexes and halls, organizing events;

  • «Cultural Vladivostok» — holding cultural and mass events, for example, the «Young Talents of Primorye» contest, also giving out free tickets to movies and theaters, mainly for patriotic performances and films;

  • «Clean City» — solving Vladivostok«s garbage problem and eliminating illegal dumps.

Nikolaev«s project grew larger, and after returning to the media field, in 2013 he created the organization »Youth of Vladivostok« to actively involve young people in work and volunteer activities.

«Youth alone cannot cope, in a team we need wiser people, but without youth, without those guys who will drive any program, it is impossible to achieve the results we sometimes want. I have always bet and still bet on youth,» the ex-mar said.

All this was accompanied by numerous stories from TV channels and media, in which satisfied Primorye residents thanked Nikolaev for vacations in sanatoriums, new playgrounds, gyms, and cultural and mass events like plays, concerts, and musical evenings.

Nikolaev«s work was also supported by his sister, current State Duma deputy Viktoria Nikolaeva, who at that time held the status of a deputy of the Legislative Assembly of Primorsky Krai.

As the number of programs increased, so did Nikolaev«s popularity, and at some point, he began talking about his life in the 1990s and denied any connection to crime.

«If we take the expression »I can explain everything, only the first million I can«t explain,» then that doesn«t apply to me. My life, business, and sphere of activity are quite transparent. If someone talks about the »90s, I look with a smirk. We need to understand that I was about 17 years old. Myths, of course, can exist, but for the most part, they are simply invented. By whom and for what motivation, we also understand,« Nikolaev said in a conversation with journalist Andrey Ostrovsky.

Also in 2014, Nikolaev«s organization was legally registered as a private institution »Social and Cultural Support for the Population «Primorye — a Decent Life»«, and it existed until 2017. The general director was Darya Raichuk, and the sole founder was Viktoria Nikolaeva.

New legal entity and return to Russia

The PR machine promoting Vladimir Nikolaev worked loudest in 2016. More videos and news about the fund«s merits appeared on his YouTube channel and in the media, the number of employees grew, and the website was regularly updated.

In November 2016, Nikolaev«s supporters legally registered the Vladimir Nikolaev Fund for Social Support of the Population »Primorye — a Decent Life!« — the only legal entity with that name currently considered active. The ex-mar himself was not listed among the founders — at the time of launch, the organization belonged to Tatyana Velichko and Darya Bogacheva.

According to the service «Kontur.Focus», Tatyana Velichko was a founder in 13 currently active organizations working in various fields, and almost all of them are connected to Nikolaev or his family. For example, until 2015, she owned part of the company «Kapital», engaged in property sales, and now 50% of its assets are owned by Raisa Nikolaeva — Vladimir Nikolaev«s mother.

Also listed as a founder in 2016 was Darya Bogacheva, and besides the fund, she is connected to the company «Optima», engaged in leasing and renting construction machinery and equipment. For some time, the woman held the position of general director there, and among the owners was the same Raisa Nikolaeva.

In 2019, Velichko left the founders of the fund, but Darya Raichuk joined them. She was also the director of the autonomous non-profit organization for social and cultural support of the population «Primorye — a Decent Life» and the Primorsky Regional Public Organization with the same name, but the former has been in the process of liquidation since 2023, and the latter was liquidated back in 2017.

It is also interesting that in some organizations connected to Nikolaev and his family, the founder was listed as journalist Darya Ionina. Also, according to «Kontur.Focus», the organization «Youth of Vladivostok», which Nikolaev previously mentioned, does not exist legally, but since 2007 and to this day, the Primorsky Regional Public Organization for Supporting and Developing Initiative Youth «Youth of Primorye» has been operating, and one of the heads of its general staff was Darya Raichuk.

There is almost no information about the inner workings of Nikolaev«s fund. Financial assets at the end of 2024 amounted to 10 thousand rubles (about $110 at current rates), without losses or income, and the general director since 2022 was listed as Yulia Chilikina, who also worked in »Youth of Primorye«, but according to the publication VL.RU, since 2025 she is no longer an employee of the organization.

An important event that marked the beginning of serious development for Nikolaev«s fund was his return to Russia and Vladivostok at the end of 2017. From that moment, the ex-mar began regularly communicating with regional media, giving them interviews, and annually announcing the results of the organization»s work.

The actively promoted project grew larger, and it was even assumed that local public councils of the organization would appear in all districts of Vladivostok, major cities, and districts of Primorye. Also, the fund established three councils for each direction: public, sports, and youth.

The public council unites members of public organizations, veterans, building managers, honorary residents, and simply active Primorye residents who support the work of Vladimir Nikolaev«s fund. They are the ones who choose which institutions participate in the »Health« program and new locations for community clean-ups.

The sports council included representatives of various sports federations in the region, helping in organizing sports events and launching new sections for children and adults.

The youth council of Nikolaev«s fund united volunteers for cleaning beaches and hills, organizing mass runs, and generating new ideas.

As in the 2000s, it«s difficult to judge the organization»s activities and its effectiveness, but during this time at least two major facilities appeared: in 2017, Vladimir Nikolaev built the «Arena Sporta» sports complex, which is still operational, and in 2022 — the «Royal Park» hotel, where vacations were provided as part of the «Health» program.

Also, major media wrote about the merits of Nikolaev«s fund, and now many presented him as one of the largest philanthropists, rather than a mayor who almost ended up behind bars.

Support for the SMO and the collapse of Nikolaev«s empire

Vladimir Nikolaev«s fund actively developed and was talked about more and more often, and from 2022, one of the main directions that became firmly associated with the organization was support for the Special Military Operation (SMO).

In 2022, the fund changed the «Health» program and began actively providing vouchers to sanatoriums for SMO participants and their families. Nikolaev himself and his supporters claimed that the ex-mar personally visited the front lines at least five times, proving this with photographs.

«In 2024 alone, Vladimir Nikolaev traveled the entire front line three times — on February 23, May 9, and October 14, visiting Volnovakha, Kherson, Mariupol, Kursk, and other military deployment sites. He delivered letters of thanks from the fund, vouchers to sanatoriums, food, medicine, as well as warm greetings from the soldiers» relatives. In addition, Vladimir Viktorovich provides material assistance to military personnel, including fighters of the 155th Marine Brigade, helping with the purchase of spare parts for equipment,« states the website.

One of the main and symbolic events in the fund is considered to be the handing over to soldiers of a Russian flag signed by relatives and close ones of military personnel from Primorsky Krai. In response, soldiers of the 155th Marine Brigade also signed a flag for their families and Vladimir Putin and handed it to the ex-mar. According to Nikolaev, he later gave the symbol to Viktoria Nikolaeva, and through the authorized representative of the President of Russia, Garri Minkh, it reached Putin. The fund dedicated several videos to this event, and it was also discussed in major media.

On Nikolaev«s website, there is even a constantly updated list of awards that he, by his own account, received for public activities, not only related to the SMO. Among them:

  • medal «For Strengthening Military Cooperation»;

  • Order of the Russian Orthodox Church of Saint Equal-to-the-Apostles Prince Vladimir, III degree;

  • medal «300 Years of the Russian Navy»;

  • Order of Saint Blessed Prince Daniel of Moscow, II degree;

  • badge «Honored Worker of the Russian Fisheries»;

  • commemorative watch from the President of the Russian Federation;

  • commemorative watch from the Minister of Defense Sergey Ivanov;

  • commemorative medal «60 Years of Victory in the Great Patriotic War of 1941–1945»;

  • medal «Participant of the Special Military Operation» from January 22, 2025, received in Luhansk;

  • VDV (Airborne Forces) medals from February 23, 2025, for helping SMO participants and their families.

Support for the SMO endeared Nikolaev to a significant number of Primorye residents, but, as before, it was not without criticism. Many accused the ex-mar of self-promotion on an important topic, but the fund«s work could no longer be stopped, and photos of Nikolaev in camouflage, surrounded by military personnel, or with awards kept surfacing online.

However, active public support did not save Nikolaev from further legal problems. On June 1, 2025, the Russian Prosecutor General«s Office filed a lawsuit to seize the assets of the Nikolaev family. According to the investigation, the property was acquired in violation of anti-corruption legislation. The total value of 800 real estate properties, financial assets, and various property was estimated in billions of rubles, causing a real resonance and discussed not only in Primorye but beyond.

Many reasonably bestowed upon Nikolaev the status of the richest man in Primorye, but there was a high risk of losing everything. On June 27, property worth another 1 billion rubles was added to the main lawsuit, and on July 26, Nikolaev had property seized worth 14.8 billion rubles, and even this was not all his wealth.

In September, the prosecutor«s office filed a new lawsuit and demanded to take from Nikolaev that very »Arena Sporta« complex, as well as 123 real estate properties belonging also to other Vladivostok businessmen connected to the ex-mar, which almost left even honest entrepreneurs without property. In the end, the prosecutor»s office stood up for their protection, and the restrictions were lifted. In November, the Prosecutor General«s Office identified another 150 real estate properties that Nikolaev, as a regional deputy, illegally appropriated for himself.

The former mayor disappeared again and stopped appearing online, but did not abandon attempts to preserve his property, within the law: Nikolaev«s defense side filed appeals with the Primorsky Krai Court against the seizure of part of the property.

The high-profile case jeopardized not only Nikolaev«s freedom but also the work of his fund. Under new conditions, the organization began denying the charges against the ex-mar and instead of publishing new merits, reminding of old ones, emphasizing the importance of Nikolaev»s work for the region«s residents and SMO participants.

Was the help self-serving?

Attitudes towards Nikolaev«s fund, as towards Nikolaev himself, vary. Many people consider the organization an attempt to hide a criminal past, attract as many supporters as possible, or avoid possible criminal prosecution.

The other side of the question: how bad is the fact of helping the population itself? There are hundreds of comments online from people grateful to Nikolaev for his programs, the construction of the «Arena Sporta» sports complex, and they write not at all like bots. It is possible that the scale of the scandalously known former mayor«s merits is exaggerated, but it is unlikely that every one of his videos is staged or the people in them are hired actors.
