Former Official Sentenced to 6 Years in Colony
Vladlen Rodionov, former deputy head of the administration of Vasileostrovsky District in St. Petersburg, has been sentenced to six years in a strict-regime colony for multi-million ruble bribes from management companies.

The Vasileostrovsky District Court of St. Petersburg has sentenced former deputy head of the district administration Vladlen Rodionov. The official was sentenced to six years of imprisonment in a strict-regime correctional colony.
In addition to the prison term, the court imposed a fine of 12 million rubles (approximately $120,000 at current rates) on Rodionov and banned him from holding public office for seven years. Also, almost 10 million rubles (approximately $100,000 at current rates) were confiscated for the state, equivalent to the amount of bribes received.
The criminal activity is related to the period from 2019 to 2024, when Rodionov held the position of deputy head of the administration. He offered the management company «City Service» general patronage, leniency during inspections, and assistance in concluding contracts for cleaning intra-block territories. In return, the official demanded 15% of all contracts between the company and the district. As a result, from 2020 to 2023, he received 8.5 million rubles (approximately $85,000 at current rates).
The money came from the former head of LLC «Management Real Estate Group», which is the founder of JSC «City Service». This refers to Larius Lapinskas, who in 2024 was declared wanted and arrested in absentia.
In 2024, Rodionov attempted to extend the scheme to the management company «Terra», which took over houses from «City Service». However, the director of «Terra» contacted law enforcement agencies. The official was caught red-handed during a controlled transfer of part of the bribe amounting to 1.5 million rubles (approximately $15,000 at current rates), mostly consisting of dummies. Subsequently, Rodionov fully admitted his guilt.
