Fictitious Work Case in Yelets Heads to Court
The investigation in Yelets has completed the criminal case into fictitious work under a federal project, with a former official and a construction firm director facing charges.

According to the investigation, in July 2025, an official signed fictitious documents for work worth over 8.7 million rubles (over $96,700 at current rates). The funds were allocated under the federal project «Formation of a Comfortable Urban Environment» for the improvement of the embankment of the Bystraya Sosna River in Yelets (Lipetsk Oblast, Russia). Of this amount, over 1.8 million rubles (over $20,000 at current rates) was payment for work that was not actually performed. The full amount was transferred to the contractor«s account. The general director of the construction firm used the received money at his discretion.

Both the former official and the construction director admitted their guilt during the preliminary investigation.

The illegal activity was detected and stopped during a joint operation with the prosecutor«s office and the Economic Security Department of the Russian Interior Ministry»s office in Yelets. At the preliminary investigation stage, both defendants pleaded guilty and gave detailed testimony. Investigators gathered a sufficient evidence base, after which the criminal case was sent to the prosecutor for approval of the indictment and subsequent transfer to court.
